- Introduction:
The Eastern and Southern African Trade and Development Bank, commonly known as the PTA Bank, was established on 6th November, 1985 pursuant to the provisions of Chapter 9 of the Treaty (1981) establishing the Preferential Trade Area for the Eastern and Southern African States (PTA) which was later transformed into the Common Market for Eastern and Southern Africa(COMESA).

For effective implementation, Technical Assistance requires a dedicated team to work on the requests and demands from the institution’s that provide the TAs.
It is within this framework that PTA Bank is seeking to recruit a Program Officer to manage the Bank’s TA’s internally as well as develop proposals to other institutions for additional TAs that areurgently required by the Bank.
TheProgram Officer must be result-oriented so as to enable thebank meet the increasing demands of its partners.
- Duties and Responsibilities:
Under the supervision of the Senior Strategic Planning Officer, theTA Program officer will be fully involved in the sourcing, implementation and management all the technical assistance grants.
The Program officer will undertake the followingduties:
- Prepare proposals for TA funding and respond to grant opportunities in a timely manner, including drafting letters of inquiry and grant applications;
- Participate in negotiations to secure funding;
- Manage, coordinate, follow-up and monitor all the Technical Assistance Programs at the Bank;
- Identify, develop and implement TA monitoring activities in collaboration with other PTA Bank departments and various stakeholders;
- Liaise with other departments as appropriate to assist in developing and implementing strategies for on-going organizational and project-level capacity building programs and institutional development;
- Prepare periodic reports to submit to funders as well progress update to all stakeholders;
- Assess technical assistance needs, and proactively look for grants to ensure that these needs are met through TAs;
- Working closely with Human Resource and Administration, oversee the recruitment of consultants and technical assistance providers, when relevant;
- Supervise and evaluate consultants and technical assistance providers, when relevant;
- Maintain current knowledge about the fields of capacity building for economic and trade development in DFIs, through research;
- Write and edit program materials , guidelines and presentations for both internal and external stakeholders ;
- Participate in the development, planning and organization of programs/ Technical assistance related events;
- Manage financial and budget reports to track grant and program spending;
- Assist in the planning and developing of annual activity plan and budget;
- Prepare monthly reports on the grants ;
- Perform other duties as assigned
- Qualification and Requirements:
- Minimum of 8 to 10 years of experience in Project/Grant Management;
- Strong proposal writing and business communication skills;
- Demonstrated experience in budget, technical and financial management functions;
- Experience in managing multiple priorities under pressure and accomplishment of short and long term deadlines with a heavy workload;
- Proven ability to build and maintain relationships with a wide array of people with diverse backgrounds throughout a complex organization;
- Working experience with donars will be an advantage;
- The successful candidate may, in certain circumstances be expected towork beyond official working hours.
- Education:
Master of Business Admninstratin, Economics or other related field

SENIOR INVESTMENT OFFICER
Job Summary:
Under direct supervision of the Director, Funds Management, the Senior Investment Officer provides support with fund management, financial analysis and other technical and administrative support to the unit.

The position holder is responsible for providing support in the building of the PTA Bank’s fund management business; sourcing new investments; performing financial modelling and valuation; conducting market studies aimed at identifying potential investments; preparation of detailed reviews of lending and investment opportunities; relationship management; assist in the sourcing non-functional currency long tenured funding from institutional investors and preparation of key documents and presentations.
Job Specifications:
- A Master’s Degree in Business Administration, Accounting, Banking, Finance and Economics or equivalent degree; a relevant professional qualification such as CA, CPA, ACCA or CFA shall have added advantage;
- A minimum of 10 years of of relevant professional experience in the financial sector; especially in funds/asset management, equity valuation, capital markets;
- Robust knowledge of all aspects of equity valuation and good understanding of the asset management industry;
- Proven substantive experience in equity valuation, preferably in Sub-Saharan Africa and PTA Bank’s member states;
- Creative problem-solver with exceptional analytical skills;
- Ability to work in a multi-cultural environment and manage dynamic priorities, and ability to work under pressure to deliver on strict deadlines with minimal supervision;
- Strong communication, interpersonal, presentation and facilitation skills;
- Language proficiency in English and or French, ideally bi-lingual (English / French).

Short-Term Consultancy:
Development and Implementation of a Comprehensive Business Continuity Plan
Development and Implementation of a Comprehensive Business Continuity Plan
The Eastern and Southern African Trade and Development Bank (hereinafter “PTA Bank”), as part of its Strategic Plan, intends to undertake a study with the objective of formulating a resilient and comprehensive Business Continuity Plan (BCP) encompassing all of its operations.
The services include a 5-week consultancy to support PTA Bank to put in place and maintain a comprehensive, robust and tested BCP in order to:
i) Specify the objectives, responsibilities, organization and actions to be taken in the event of an incident, disaster, disruptive challenge or emergency adversely affecting the PTA Bank’s operations, offices and staff;
ii) Enable the PTA Bank to continue to operate or promptly resume operations and provide its core/critical services to its clientele whilst safeguarding the safety of its staff and assets in the face of any of the above eventualities; and
iii) Act as a reference and used by all PTA Bank staff and in particular, by staff who will be responsible for implementing the plan as determined by the Senior Management Team when a decision is taken to invoke the BCP.
PTA Bank now invites Consultants to indicate their interest in providing the services. Interested Consultants must provide information indicating their qualification to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualification.
The information to be delivered must demonstrate:
- An established track record/ability to demonstrate experience in similar assignments, particularly with financial institutions;
- Well qualified BCP key staff, including (Business Continuity Institute) BCI certification & accreditation;
- Ability to develop, measure and report suitable BCP metrics;
- Excellent presentation and communication skills; and
- Proven ability to rapidly produce quality reports.
PTA Bank will prepare a short list of about six candidates to be pre-selected on the basis of the Expressions of Interest received to whom a Request for Proposal to perform the services will be sent.
