The World Trade Organization offers an attractive compensation package including an annual net salary (subject to mandatory deductions for pension contributions and health insurance), dependency benefits, pension plan, health insurance scheme, separation grant and 30 days annual leave. The Secretariat of the WTO is seeking to fill a position of Executive Director (ED) in the Enhanced Integrated Framework (EIF) Executive Secretariat, administratively housed in the WTO. Serving staff members interested in the position are also invited to apply.

General Functions

The ED will have the primary responsibility of managing the EIF Executive Secretariat which is housed in the WTO. He/she will direct the Enhanced Integrated Framework Executive Secretariat and will be responsible for fulfillment of all its responsibilities, as outlined in the Terms of Reference (TORs) for the EIF Executive Secretariat (see EIF Consolidated Documents on IF website: www.integratedframework.org). The ED will report to the EIF Board on policy issues and will be under the authority of the Director-General of the WTO on all administrative matters related to the operation of the Secretariat. In addition, in ensuring support services are provided to LDCs (Least Developed Countries), the ED shall:

1. Plan, set priorities and oversee EIF operations, and take accountability for delivering a high performing EIF Executive Secretariat and results on the ground.

2. Provide strong, result focused leadership in the implementation of EIF country operations, in staff management, and in demonstrating impact and results. Highlight and promote examples of EIF achievements from country case studies.

3. Be accountable to the EIF Board for delivering result focused management of EIF operations and staff, delivering country level results.

4. Serve as the key public advocate for the EIF in international fora and with civil society and the business communities at country level.

5. Lead in the mobilization of resources for the EIF and support Least Developed Countries (LDCs) to leverage additional aid for trade resource, using the EIF as a catalytic tool. Work closely with the EIF Trust Fund Manager to ensure robust and efficient management of financial resources including part of project design and implementation.

6. Assign Executive Secretariat staff responsibilities, and reprioritize where necessary to respond to changing priorities or workloads. Supervise and assess EIF Executive Secretariat staff performance, encouraging positive performance and effectively dealing with negative performance.

7. Be accountable to the EIF Board for robust and efficient management of financial resources allocated for the operation of the EIF Executive Secretariat.

8. Ensure that approved Tier 1 and 2 projects are of high quality and clearly fit with the country level policy priorities. Communicate EIF Board project approvals and decisions in writing to the Trust Fund Manager for action.

9. Play a leading role in implementing the recommendations agreed by the EIF Board, following the 2012 EIF Mid-Term Review.

REQUIRED QUALIFICATIONS
Education:

An advanced university degree or proven professional expertise equivalent to an advanced academic degree, in Economics, International Trade Law, Policy, Development Studies or related fields.
Knowledge and skills:

Demonstrated track record at senior level in programming, planning and budgeting, knowledge of monitoring and evaluation of multi donor, multi-country initiatives and use of evidence based policy development. Proven ability to think strategically, function pro-actively, with a service-oriented, 'can do' and non-bureaucratic approach to management of programs.

Proven knowledge of the multilateral trading system (WTO), the trade policy context and needs of LDCs and PRSP/national development processes; proven expert knowledge/experience with the private sector and familiarity with the Enhanced Integrated Framework would be an advantage.

Intellectual leadership, outstanding technical and political judgment. Strong and strategic leadership, demonstrated experience in successful change management in a large, complex multi-stakeholder organization; and strong team building and people skills required to effectively lead a high performing multicultural team of professional and support staff.

Proven communication skills and experience in outreach activities and strong track record in working effectively at very senior levels with a wide variety of stakeholders, including LDC Governments, the private sector and civil society, donors and EIF agencies.
Work Experience:

Fifteen years of relevant experience, including appropriately senior level leadership experience. Significant knowledge of the trade and development needs of low-income countries, Poverty Reduction Strategy Paper (PRSP)/national development processes, based on in-county experience.
Languages:

Excellent knowledge of English or French, including an ability to write accurately, precisely and quickly, and a very good working language capacity of the other. Knowledge of Portuguese would be an advantage.
