IGAD’s Conflict Early Warning and Response Mechanism (CEWARN) is looking for competent individuals from the region to undertake studies that map effective and available means/methodologies of information collection and networks targeting seven cross-border areas (see list below). The studies are also aimed at identifying and recommending top three effective and inexpensive ongoing data gathering efforts in the relevant pilot areas by NGOs, developmental agencies or government.
Areas targeted by the technical studies are: • Uganda-Kenya • Uganda-South Sudan • Sudan-Ethiopia • Djibouti-Ethiopia • Somalia-Kenya-Ethiopia • South Sudan-Ethiopia-Kenya • Kenya railway belt
The CEWARN-IGAD early warning framework is modeled to collect local data to turn into actionable analysis for preventing violence or responding meaningfully to it on a multi-agency basis. In a decade of operation, focusing initially on pastoral and cross-border areas, CEWARN has been able to develop a methodological approach that has influenced the early warning movement in Africa. With the unanimous agreement to expand into different violent conflict typologies and geographical areas among Member States in September 2012, the CEWARN Unit, as per its responsibilities, seeks to facilitate the National Early Warning and Early Response Units (CEWERUs) explore more robust, inexpensive and effective means/methodologies of setting-up an open-source data gathering network that enables them to produce actionable early warning analysis.
DETAILED DUTIES AND RESPONSIBILITIES: Commissioned Study
I. The Consultant will: a) Provide overview of conflict systems on one of the five pilot areas b) Study and map effective or available means/methodologies of information collection and networks in at least one of the pilot areas. c) Explore and propose all possible means and methodologies of information collection and networks. d) Recommend top three effective and inexpensive ongoing data gathering efforts in the relevant pilot areas by NGOs, developmental agencies or government. e) The entire study will be carried out on a desktop basis and as such will depend on deep prior expertise. f) The consultant will commit to being present and making a presentation at a Methodology and Data Gathering Workshop with the prior notice of 3 weeks.
II. Deliverables a) The Consultant will submit the draft on the findings of the consultancy to the CEWARN Unit in Addis Ababa. It should strictly be between 3500 and 5000. CEWARN Unit will provide comment within one week that should be incorporated by the consultant. b) The final draft will be presented by the consultant at the Methodology and Data Gathering Workshop between National Early Warning and Early Response Units (CEWERUs) and CEWARN Unit. c) The Consultant will integrate the feedback from the Consultative Meeting and produce a final report within one week.
