DURATION: Temporary - 10 months (renewable depending on availability of funds, and performance)

BACKGROUND

The independence of South Sudan represents an historical moment and a window of opportunity to rebuild a nation devastated during more than 20 years of war. The prospects for peace and stability in this new country is precipitating a massive migration of returnees from Sudan and of other displaced populations to their areas of origin and, with a significant proportion settling in urban settlements, especially those who spent a full generational span away from a rural lifestyle and economy. 

The Government of Japan has recently approved a project proposal by UN-Habitat which focuses on the three South Sudanese States with high number of returnees: Western Bahr el Ghazal, Upper Nile and Central Equatoria. 

Through this initiative UN-Habitat plans to provide basic houses for up to 750 returnee families and minimum urban services in three targeted locations through participatory approach and on-the-job institutional capacity building, set an example and develop strategies for national housing delivery and urban planning for replication and scaling up and promote the use of low-cost and environmentally-friendly construction techniques which can also sustain livelihoods and support settlement planning and land management. This will be done in close coordination with GoSS as well as other UN agencies and international bi/multilateral partners working on return and reintegration issues

RESPONSIBILITIES

Reporting to the Officer in Charge of South Sudan at the Regional Office for Africa (ROAf) in Nairobi, and working in close cooperation with the Risk Reduction and Rehabilitation Branch, Housing and Slum Upgrading Branch and other relevant sections of UN-Habitat, the Human Settlements Officer (HSO) will be responsible for programme management, implementation and reporting. The Incumbent will be responsible for the following:

• Advisory services: Provide quality advisory services to national institutions, including the Ministry for Housing and Physical Planning (MoHPP) and the State Ministries for Physical Infrastructure. Advisory services may include: (i) support to policy processes and providing policy inputs as required; (ii) providing technical advice on housing construction, settlement planning and land related issues covered under the programme; (iii) support to technical seminars and trainings; (iv) on-the-job capacity development; (v) undertaking technical visits to the field; (vi) assisting relevant institutions in other relevant tasks related to the implementation of the programme; (vii) representing the organization in major development programming exercises and advising ROAf on programme development and policy;
• Project management: Ensure effective and efficient execution of the project by working in close collaboration with the relevant institutions at the National Government, State and local levels and providing appropriate technical and management support through project work planning, budgeting, procurement, monitoring of project activities, and recruitment and training of local and international staff;
• Programme implementation: Ensure proper implementation of project activities, operational and resource mobilization strategies in South Sudan, in coordination with the relevant authorities at the National Government and State levels.

More specifically, the Incumbent will:

• Develop and maintain a close working relationship with key institutions in South Sudan, including the Ministry for Housing and Physical Planning (MHPP), the State Ministries for Physical Infrastructure (MoPI) and other relevant stakeholders
• Develop and maintain close working relationships with the relevant national and international partners in Juba and in the field, including with relevant UN agencies relating to policy development and capacity building.
• Undertake scoping and monitoring missions to assess local conditions, possible sites for project activities, establish working relations and monitor progress of activities in the field
• Manage implementation of the program activities and the country program team in South Sudan, including preparing detailed progress reports for the Government of South Sudan, project donors, UN-Habitat, the UN Resident Coordinator and other partners as required. Ensure adequate coordination and collaboration with ongoing UN-Habitat projects, particularly in the fields of informal settlement upgrading and capacity building
• Undertake any other duties specified by UN-Habitat

COMPETENCIES (PLEASE CHOOSE FOUR COMPETENCIES)

• Communication: strong conceptual skills combined with a proven ability to write technical and normative documents addressing a variety of audiences.
• Professionalism: Substantive knowledge of issues and challenges related to land and housing in post-conflict contexts, preferably in Africa and post-conflict countries; knowledge and understanding of approaches relevant to particular sector or specialized field; proven experience in providing policy and technical support to government and local authorities; ability to identify issues, analyze and participate in the resolution of issues/problems; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations; takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.
• Planning& Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities.
• Teamwork: Works collaboratively with colleagues to achieve organizational goals; solicits input by genuinely valuing others’ ideas and expertise; is willing to learn from others; supports and acts in accordance with final group decision, even when such decisions may not entirely reflect own position; shares credit for team accomplishments and accepts joint responsibility for team shortcomings.

EDUCATION

Advanced degree (Masters or equivalent) in a land-related field, architecture, civil engineering or relevant social science discipline. A first level university degree in combination with two additional years of qualifying experience maybe accepted in lieu of an advanced university degree.

EXPERIENCE

A minimum of five (5) years of progressively responsible experience in areas related to human settlements, land management, development. At least two years of experience at the international level is required. Experience with the UN or other international agency is desirable.

LANGUAGE:

English and French are the working languages of the United Nations Secretariat. For the post advertised fluency in oral and written English is required. Working knowledge of another UN language will be an advantage.
