Monitoring and Evaluation Officer, Zambia Scaling Up Nutrition (SUN) Fund

PATH is seeking an experienced Monitoring and Evaluation (M&E) Officer for the Zambia Scaling Up Nutrition (SUN) Fund, a £15-20 million joint funding mechanism to support the Government of Zambia’s implementation of the National First 1000 Most Critical Days Programme over a 3 year period (with a possible 2 year extension). For the period of 2013-2014, £4 million (TBC) are intended for disbursement, with subsequent annual installments dependent on the performance of the Fund against agreed milestones and costed work plans. Funding for the Zambia SUN Fund is provided by the United Kingdom Department of International Development (DFID), on behalf of cooperating partners in nutrition. Approximately 60% of these funds are meant for district level public service providers, in order build on existing direct nutrition interventions. The remaining funds will be disbursed to Non-Government Organizations (NGOs), United Nation (UN) and research organizations, and the private sector to fill coverage gaps and promote innovation and complementarity. A key aspect of this program is building the capacity of local actors to administer a sustainable SUN Fund.
Based in Lusaka, Zambia, the M&E Officer will be responsible for the following key activities:
- Develop the overall framework for required project M&E systems, including baseline and evaluation surveys.
- Develop and implement an M&E plan for operationalization of the SUN Fund, including mechanisms for performance monitoring of fund recipients as well as commissioning of independent assessments as needed.
- Ensure the alignment of research and M&E activities with program goals
- Coordinate data collection with grantees to monitor program development and ensure timely compilation and reporting of data.
- Conduct field visits for data validation to monitor the quality and completeness of data sets.
- Provide technical leadership and support to grantees in planning and implementing M&E systems and activities, data-based program decision-making, and results reporting.
- Contribute to monthly, quarterly, and annual narrative reports on grantee performance for submission to DFID and the SUN Fund Steering Committee
- Collaborate with counterparts and partner organizations, including other DFID programs, in work planning and program implementation.
- Lead operations research, and building partner capacity to conduct such research
Desired Skills & Experience
Required Skills:
- Fluency in English to include reading, writing and speaking.
- Proven ability to collaborate and work effectively with senior staff, colleagues, donors, partner organizations, stakeholders, local institutions and others at all levels
- Excellent organizational practices
- Demonstrated proficiency in Microsoft Office, including Excel, Access, and Word
- Experienced user of a statistical software package (SPSS, EPI-INFO, STATA, SAS or similar)
- Knowledge of DFID-funded project reporting and analysis is desired.
Required Experience:
- Master’s degree in demography, epidemiology, statistics, health, social sciences, or related field.
- A minimum of five years of demonstrated experience in program design, research and monitoring and evaluating complex health and development programs.
- Training and expertise in quantitative and qualitative research methods.
- Experience with GIS mapping and info graphics preferable.
- Strong knowledge of monitoring and evaluation methodology data analysis and plan development, including conceptual frameworks and logic models.
- Relevant experience in Zambia is strongly desired.
