The Ministry of Energy and Minerals
The
Governments of the Republic of Zambia, United Republic of Tanzania and
Republic of Kenya agreed to interconnect their power systems by
developing a high voltage transmission line to link the three countries.
The main objectives of the project are: (i) to enhance electricity
trade; (ii) improve security and reliability of electricity supply;
(iii) foster economic development and regional integration.
The
three countries agreed to establish a Project Management Unit (PMU) to
coordinate and manage the implementation of the project. Currently the
Office for Promoting Private Power Investment (OPPPI) in the Ministry of
Mines, Energy and Water Development in Zambia is the Secretariat for
the project and has been coordinating the project on behalf of the three
countries.
In
2011 the Common Market for Eastern and Southern Africa (COMESA) signed
an Implementation Agreement with the Ministry of Mines, Energy and Water
Development of the Republic of Zambia to provide financial support to
the Project Management Unit (PMU) to be domiciled in Lusaka. The funds
have been secured under the Regional Integration Support Pogramme
Continuation Agreement under the 10th European Development Fund (EDF).

The
Ministry of Mines, Energy and Water Development now invites suitably
qualified individuals to fill the following positions in the PMU:
1. PROJECT DIRECTOR: 1 POSITION
POSITION SUMMARY
The
Project Director shall be responsible for the overall management of the
PMU and shall repot to the Project Steering Committee (PSC) comprising
officials from the participating counties.
MAIN DUTIES
(a) Overall planning of transmission project work, budgeting and management.
(b)
Implementation and management of all activities in the solicitation
process including procurement of consultants, financiers and management
of road shows.
(c)
Co-ordination with key stakeholders in the three participating
countries such as Government, power utilities, regulators and others.
(d) Prepare reports as required by the PSC.
QUALIFICATIONS AND EXPERIENCE
(a)
A holder of at least a degree from a recognized university in
engineering followed by a Masters in project Management of related
field.
(b)
Relevant work experience of not less than ten years with particular
experience in the management and oversight of donor-funded projects,
from their commencement to their completion.
(c)
Work Experience and Knowledge of the power systems in East African
Community (EAC) and Southern African Development Conference (SADC) will
be added advantage.
(d) Fluent in English with excellent oral and written communications skills.
ADDITIONAL INFORMATION
(a) Type of contract: COMESA non established professional staff service contract.
(b) Location of performance of contract: Lusaka, Zambia. Successful applicants will also be required to undertake significant duty travel to the three countries.
(c) Remunerations:
An inclusive remuneration that is commensurate with the required
profile and responsibilities of the post will be offered to the
successful candidate.
(d) Terms of appointment:
The successful candidate will be contracted for 36 months from the date
he/she takes up the appointment. However the contract is renewable
depending on performance and availability of funds.
(e) Eligibility of Application: Only nationals of Kenya, Tanzania and Zambia may apply.
