Organizational Setting

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for some 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries. The Department of Safeguards consists of six Divisions: three Operations Divisions: A, B and C, for the implementation of verification activities around the world; three Technical Divisions: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as two Offices: the Office of Safeguards Analytical Services and the Office of Information and Communication Services. Within the Department of Safeguards, the Office of Information and Communication Systems (SGIS) is the centre of competence for the specification, development and maintenance of information and communication technology (ICT) systems and for the management of all ICT infrastructure and services to support safeguards. In partnership with other organizational entities, SGIS is responsible for planning and implementing an ICT strategy as well as enforcing ICT standards. The Infrastructure Section is responsible for providing secure, reliable, and dependable computing, collaboration, database and communications services to the Department of Safeguards. The Infrastructure Section cooperates with other Sections and Divisions in the Department of Safeguards to deliver IT services at a very high standard.

Main Purpose

The IT Support Technician participates in the maintenance, administration and support of the services and standard applications of the Department of Safeguards local area network (LAN). Additionally, he/she provides support for data backup, restoration processes, management of computer based user and e-mail accounts administration, management of x.509 based user certificates, access control for resources based on roles, and other IT administration tasks.

Working Relationships

The IT Support Technician maintains regular contacts across the IAEA with clients at all levels to ensure adequate system performance. Contacts are also with customers, management, and technical staff to follow up technical problems and new developments. The incumbent coordinates the work schedule of vendor technicians and contractors and controls/certifies the quality of services rendered in hardware area. The IT Support Technician works closely with Safeguards staff to coordinate and verify user account parameter, custom e-mail configurations, special data access requests, verify data restoration requests, provide user assistance for special systems, etc. She/he further engages customers' requests of all types assessing the level of importance and the sensitivity in which they should be handled and escalating to the Team Leader as required.

Functions / Key Results Expected

Ensure the the timely and correct creation, configuration and decommissioning of computer user accounts, mailboxes and X.509 based user certificates. Manage user account group membership and data resource access as per authorized requests. Participate in the information access lifecycle process for role-based authorization to information in a highly-secured environment. Provide accurate and current documentation for all processes and procedures associated with the job. Manage and monitor backup jobs of all Safeguards IT assests, analyse performance of the sytem, propose and implement improvements to the system. Perform information asset restorations as per authorized requests. Help to devise and implement tests related to changes in the IT environment. Work closely with Safeguards staff to coordinate and verify special service requests. Assess and implement change requests and thoroughly document results according to change management processes.

Knowledge, Skills and Abilities

In-depth knowledge and extensive hands-on experience in troubleshooting, installation and support of Microsoft products including: Windows desktop operating systems (Windows 7) and Microsoft Office Suites (Various versions). Ability to clearly and thoroughly document processes and procedures related to the job. Knowledge and experience with three or more of the following: Active Directory; PGP (Email, file and volume encryption); VPN; Public Key Infrastructure systems; and user access administration and support. Very good knowledge and skills in backup system administration and tools such as NetBackup and BackupExec, including hands on skills. Understanding of IT security risks, policies and procedures. Hands-on background in understanding and troubleshooting TCP/IP network issues. Demonstrated good judgment in deciding when to escalate vendor or contractor issues to the next level for resolution. Familiarity with BMC's Service Desk Express. Excellent interpersonal and customer skills: Ability to work effectively in a multicultural environment with sensitivity and respect for diversity with colleagues at all levels. Ability to recognize potential improvements in processes being carried out. Knowledge of ITIL best practices.

Education, Experience and Language Skills

Completed secondary education. Post-secondary training in computer science or equivalent knowledge gained through work experience an advantage. Minimum of five years of relevant working experience. English language test (level 2) and typing test (level 2) to IAEA standard. Excellent knowledge of both spoken and written English is essential. Knowledge of German and of any other official IAEA language (Arabic, Chinese, French, Spanish, Russian) is an advantage.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at €41 082 (subject to mandatory deductions for pension contributions and health insurance), six weeks' annual vacation, pension plan and health insurance.
