Introduction
The IGAD Project Preparation and Management Unit (PPMU) was established in October 2011 as a part of the support of Finland to IGAD institutional strengthening. The overall objective of the PPMU is to strengthen IGAD’s organizational capacity in planning and implementing regional development policies, strategies, programs and projects.
The PPMU is part of the Planning and Coordination Section and contributes to the programming, planning, monitoring and evaluation and capacity building functions of the IGAD Secretariat and its Specialized Institutions.
The IGAD Secretariat is seeking to recruit a highly experienced project management professional to join the PPMU project team and lead the planning and monitoring and evaluation (M&E) functions of the Unit. S/he should be a highly innovative individual with excellent organizational and reporting skills. The ideal candidate should have the ability to prepare and conduct trainings to project teams in Project Cycle Management (PCM) and Monitoring and Evaluation (M&E), with demonstrable experience in working with Results Based Management (RBM) frameworks in the context of regional development programs.
Scope of work:
Under the direct supervision of the Senior Regional Expert at the PPMU and overall supervision of the Program Manager for Planning and Coordination, the Regional Expert will:
1. Review and improve IGAD Result-Based Management (RBM) procedures and promote its usage by the IGAD divisions and institutions,
2. Plan and conduct training sessions in PCM and M&E to staff,
3. Lead the process of domestication of IGAD PCM and M&E procedures in program, strategies and initiatives like the IDDRSI
4. Ensure integration of the M&E system within the IGAD knowledge management and information sharing system
5. Liaise with the Division of Administration and Finance in completing business process mapping and provide guidance on how the support functions should be linked to programming and budgeting to ensure efficient delivery by the Division and programs
6. Have experience working with donor-funded programs (such as AfDB, CIDA, EU, GIZ, USAID, and World Bank, among others)
7. Ensure accommodation of donor procedures/requirements in various project cycle management stages
8. Liaise with the Program Manager for Gender Affairs to ensure gender mainstreaming in IGAD projects and programs
9. Assist program managers in delivering their tasks
10. Perform any other duties as may be assigned by the Team Leader from time to time
MINIMUM Qualifications:
Education & work Experience:
• M.A/MSc from a reputable/recognized university in project/program management, economics, business administration, or other relevant field
• Minimum of 5 years working experience in regional programming, monitoring and evaluation, contracts management and development financing
• Experience working with Enterprise Resource Planning (ERP) systems
• Experience working with Management Information Systems (MIS) in the context of project management
• Experience working with regional/international organizations
Skills and Abilities:
• Excellent communication, writing and analytical skills including high proficiency in office software packages.
• Proficiency in statistical and GIS packages will be an added advantage
Language requirements: Fluency in one of the working languages (English/French) is required. Proficiency in the other is an added advantage.
Age Limit: 30-45
Tenure of Appointment: The appointment shall be for an initial period of one (1) year renewable
