Director, Finance

Location: FHI 360 Kenya Country Office

Job Summary:

The Director Finance will provide overall financial management for a portfolio of projects in Kenya country office. 

Responsibilities include monitoring of projects finances, preparing country office budgets, managing financial reporting to clients ensuring adherence to funder rules and regulations, coordinating with headquarters on financial information, providing financial technical assistance to develop the capacity of FHI 360 partner organizations and entities in the country, and acting as a resource for project staff on finance-related issues. 

This position is contingent upon funder approval of key personnel.

Essential Job Functions: Duties and Responsibilities:
  • Provides leadership and support for all country office projects financial management areas including, accounting, travel, payments, reporting systems and procedures for the FHI 360 Kenya country office and regional offices.
  • Plans, directs and manages project budgets in accordance with the approved annual budget and monitors and expenditures on an on-going basis.
  • Oversees the timely completion of accuracy of monthly financial reports (GFAS and other reports recommended by funding agencies) prepared for submission to FHI 360 headquarters and funding agencies.
  • Oversees the management and reporting of cost share and ensures that FHI 360 achieves the results of which it is responsible for under the donor agreement.
  • Overseas the maintenance of adequate financial resources in-country to support monthly program operations and subproject reimbursements.
  • Ensures appropriate monitoring of subprojects to achieve financial, administrative, and programmatic goals.
  • Supervises Country Office finance staff.
  • Oversees and ensures compliant pre-award audit of new implementation agencies and subproject budget development.
  • Oversees and ensures monitoring and review of subproject financial reports to ensure compliance with subproject budgets and FHI 360 policies.
  • Oversees and may provide support to internal audit functions.
Minimum Requirements:
  • MBA/MA/MS or a related advanced Degree in Accounting, Finance with a minimum of 10 years’ relevant experience in financial management and administration, preferably in a regional and/or multi-partner context.
  • Must be a Certified Public Accountant (K).
  • Significant, demonstrated experience in managing donor funds.
  • Strong working knowledge of USAID financial management policies, procedures and practices.
  • Must have demonstrable hands-on experience with an accounting system and high-degree of competency in MS Excel and other accounting packages.
  • Demonstrated experience in supervision and managing a team required.
  • Excellent communication skills in English required and proficiency in Swahili is an added advantage.
  • Experience working with an international non-governmental organization preferred.
Associate Director, Finance (Re-Advertisement)

Job Summary:

The Associate Director, Finance provides support for the oversight of financial management for the FHI 360 Kenya country office programs and management of the office’s finance teams. 

He/She will assist the Director, Finance to ensure the achievement of all financial control and performance objectives in accordance with the FHI 360 global standards, policies and procedures, funding agencies rules and regulations and respective government directives and laws for Kenya programs.

Essential Job Functions: Duties and Responsibilities:
  • Supports the Director, Finance in providing leadership for all financial management areas including accounting, travel, payments, reporting systems and procedures for the FHI 360 Kenya country office and regional offices.
  • Ensures financial operational support to FHI 360 Kenya country programs is in accordance with FHI 360 standards, funder rules and regulations, and pertinent government laws and regulations.
  • Leads and participates in costing component of project designs.
  • Oversees and manages the FHI 360 Kenya country program budgets in accordance with the approved annual budget and monitors all country office operations and program expenditures on an on-going basis.
  • Maintains adequate financial resources in the country office to support monthly program operations and subproject reimbursements.
  • Responsible for the timely completion and accurate preparation of monthly and other regular financial reports for submission to USAID, other funding agencies and FHI 360.
  • Conducts and may supervise pre-award audits of new implementing agencies and subproject budget development with country program/office staff.
  • Monitors and reviews subproject financial reports to ensure compliance with subproject budgets, FHI 360 and funder rules and regulations.
  • Oversees and coordinates with FHI 360’s Office of Compliance and Internal Audit (OCIA) for internal/external auditing or inspections of books of accounts for FHI 360 Kenya country program implementing agencies.
  • Supervises the daily activities and manages performance of Finance staff.
Minimum Requirements:
  • MBA/MA/MS or a related advanced Degree in Accounting, Finance with 7-9 years, experience in financial management and administration, preferably in a regional and/or multi-partner context or BA/BS with 9-11years relevant experience.
  • Must be a Certified Public Accountant (K), have experience in managing donor funds and have working knowledge of USAID financial management policies, procedures and practices.
  • Must have demonstrable hands-on experience with an accounting system and high-degree of competency in MS Excel.
  • Demonstrated experience in supervision and managing a team required.
  • Excellent communication skills in English required and proficiency in Swahili plus.

Contracts and Grants Manager

Location: FHI 360 Kenya Country Office

Job Summary:

The Contracts and Grants Manager will work in partnership with the Associate Director, Contracts and Grants, and other staff to efficiently operate, manage and strengthen the contracting and granting system. 

Principal duties will include pre-award and contract administration and professional/managerial support to ensure full compliance with FHI 360 and donor rules and regulations for prime awards and subawards.

Essential Job Functions: Duties and Responsibilities:
  • Advisory to senior management on critical prime award and subaward strategies and issues.
  • Prepare and submit requests for donor consideration and approvals to include but not limited to waivers for restrictions, international travel, key personnel, revisions to program description and budget, disposition instructions, and so on as required and necessary.
  • Support Chief of Parties/Project Directors to meet contractual deliverables such as submission of implementation plans, budget pipelines, financial and programmatic reports, cost share tracking tools and reports, program income tracking tools and reports, final reports, et cetera.
  • Perform acquisition and assistance roles from pre-award to close-out. These roles may include a wide variety of discrete transactions occurring at various and concurrent stages of prime awards and sub award processes.
  • Coordinate issuance of subawards, consultancies, office and residential leases and any other contractual mechanisms.
  • Initiate, support, prepare and finalize management tools such as operational manuals, policies and regulations, et cetera.
  • Directly supervise Contracts and Grants staff, mentor, train and complete annual work performance evaluations.
  • Collaborate and closely work together with U.S. HQ Contracting Officers and program backstops to provide acquisition and assistance support to programs in Kenya and those managed out of Nairobi covering several countries in Africa.
Minimum Requirements:

BS/B.Com/LLB or related field with a minimum of 9 years relevant work experience in acquisition and assistance management and related work; or MS/MA/MBA, or LLM, with a minimum of 7 years of work experience in contracts and grants management and related work.
