Background:
Livestock is the most important economic activity of Somali communities. It contributes about 60% to the incomes of the Somali population and accounts for about 80% of foreign currency earnings. Strengthening the means of providing a high standard of animal health care is therefore an important element in protecting the livelihood of Somali livestock commodities, supporting off-takes to either the domestic or the export markets.
Somali Animal Health Services Project, Phase III (SAHSP III), FED/2010/254-348, is funded by European Union, and implemented by a Consortium comprising of Terra Nuova as the Lead Agency, FAO and COOPI. The strategy of using a consortium of agencies that brings together complementary skills and experiences in the Somalia livestock value chain and in emergency preparedness has resulted in the successful implementation of Phases I and II of SAHSP in the absence of a strong public sector particularly the veterinary services. A major achievement of the consortium in Phases I and II of implementation of SAHSP was the OIE declaration of Somalia as free from rinderpest in May 2010. The experience and the lessons learnt in eradication of rinderpest from Somalia by the consortium need to be consolidated in this Action to safeguard the rinderpest free status and improve livestock trade.
This Action aims to enhance the capacity of both public and private sector institutions and communities to implement measures for routine surveillance for key diagnosable animal diseases or specified syndromes compatible with the presence of a key disease or a new emerging problem, control and management of such livestock diseases or syndromes in order to reduce the risk of either their unchecked spread or their presumed occurrence in the absence of specific data.
The implementation of routine disease surveillance, control and epidemics-management activities will underpin both the domestic and export markets in livestock commodities.
Overall Objective of the Consultancy:
The overall objective of the consultancy is to produce a documentary film on SAHSP that communicates to the target audiences and the wider public how SAHSP has contributed to improvements of the Somali livestock value chain and the way forward.
Specific objective of the consultancy:
- Develop a concise documentary film on the Somali livestock value chain and identify its key characteristics, challenges and opportunities.
Scope of work and Specific Tasks:
The following scope of work is envisaged for successful completion of the assignment:
- Review all documents and materials (SAHSP Reports, Project Document, and SAHSP Communication and Visibility Strategy) in order to better understand SAHSP’s goals and interventions;
- Consult with SAHSP Project Management Unit (PMU) and other key stakeholders to establish and communicate impact of SAHSP activities.
Specifically the consultant will:
- Review relevant literature on Somali livestock value chain and the role of SAHSP in contributing to improvements in the value chain;
- Identify and propose (in close consultation with SAHSP PMU) a structure for the documentary;
- Consult and interview identified relevant stakeholders and project beneficiaries.
- Produce a documentary film on the following areas: (1) Typical Somali pastoral herding (2) Potential for improved/commercial livestock production (3) Watering points for livestock (4) Livestock entry border posts (5) Livestock markets – small and large (6) Veterinary laboratories for testing and confirmation of disease outbreaks (7) and Disease surveillance to support trade.
- Present the draft documentary film to SAHSP PMU for review.
- Finalize the documentary film incorporating the comments arising from the presentation to the SAHSP PMU.
Roles / Responsibilities:
Consultant
- Present and refine a methodology for implementing the assignment;
- Advice SAHSP on issues related to the assignment in a timely manner.
SAHSP
- Review and approve the work plan, including timeframe and approach to be used;
- Provide reference materials including the SAHSP Reports, Project Document, and SAHSP Communication and Visibility Strategy, etc;
- Meet the relevant costs related to this consultancy, i.e., travel, consultancy fee);
- Review and approve the draft and final report and other outputs as stipulated in the deliverables section and contract.
Deliverables:
The Consultant will deliver the following:
- An inception report that will outline the service provider’s understanding of the expected assignment that includes the proposed plan of work;
- A draft script of the documentary for comments by SAHSP Management
- A documentary film to the SAHSP Management
- A final documentary film.
- A transcript of the narratives of the video in both print and soft copy.
The selected consultant will report to the SAHSP III Project Manager and will work closely with the Project Management Unit (PMU) and national/local project staff in the areas of assignment.
Plan of Work / Duration:
- This assignment including travel days is expected to take duration of 15 days. We propose the first two days to be spent at the SAHSP PMU Office in Nairobi, consulting with the SAHSP PMU.
Expertise Required and Prequalification:
The consultant should fulfill the following criteria against which the proposals will be evaluated:
• Demonstrated experience and competency in conducting similar assignments of a regional/ international magnitude. We expect five to ten years working experience in development of documentary / film production. Additional experience in development communication and mass communication will be an added advantage; • Clear articulation of capacity and skill, and innovative approaches to carry out the assignment; • The organizational/individual competency to deliver the services; • Clear work plan and articulation of expected methodologies and outputs • Knowledge of and familiarity with the Somali context will be an added advantage. • Ability to start immediately
Reporting:
It is the responsibility of consultant to ensure timely and quality reporting for each phase and deliverable in the assignment. All reports will be submitted to the SAHSP Project Manager on dates as may be agreed during the inception meeting and stipulated in the contract. The reports will be reviewed within SAHSP and also by an external team. Submissions must be on both CD and DVD formats, but also available on a soft copy flash media.
