Child Protection Project Manager South Sudan

Position Start Date: 1st of April 2013
Project Duration: 6-12 months
Location: Juba, Central Equatoria State
Supervisor: Country Representative

Contractual Conditions:
Swiss salaried contract 3 100 CHF (~2 480€) < > 4 240 CHF (~3 393€) net salary/month according to experience x 13, Annual Leave: 25 days per year. Contract includes also local accommodation and transportation, health and repatriation insurance, return flight.

Background:
July 2011 marked the Independence of the Republic of South Sudan and the country’s admission to the United Nations as the world’s newest state. Humanitarian needs remained consistently high throughout 2012 due to unresolved political issues between South Sudan and Sudan, and the legacy of decades of conflict. Needs are expected to remain high for key vulnerable groups. While aid agencies anticipated many of the challenges faced in 2012, some far exceeded expectations and exacerbated the humanitarian situation.

South Sudan is one of the most challenging environments in which relief organizations work. Terre des omes Foundation is raising up an intervention to address Child Protection needs in the areas of concerns in South Sudan. During an exploratory mission in November-December 2012, Tdh Foundation has been officially recognised as a Child Protection intervention partner in the country.

General Responsibilities:
Has the operational responsibility for Tdh child protection intervention in Juba, Central Equatoria State under the direction of the Country Representative. Tdh HQ Emergency Unit Protection Itinerant Delegate fulfils punctual support as agreed between the Emergency Desk Officer and the Country Representative. S/he works closely with and progressively delegates responsibilities to the national team members, applying an active capacity building approach. S/he advises the Country Representative on cases of breaches of the Tdh CPP.

Project Management:
● To develop, implement and monitor the Child Protection project, in accordance with multiple objectives, activities and targets outlined within donors’ strategies and priorities in the area
● To ensure that activities are appropriately monitored and evaluated
● To conduct regular assessment of the Child Protection projects and activities’ impact
● To identify, with the Child Protection authorities, potential additional needs to be covered
● To forecast expenditures, track activities expenses, make recommendations, and ensure that appropriate action is taken in a timely fashion, in collaboration with the national project staff and with the Admin/Finance team
● To coordinate with the Admin/Finance and the Logistics team through operational, purchase and budget follow up

Project Strategy and Planning:
● To participate in designing strategies and objectives for improved support to beneficiaries and contribute actively in its monitoring, evaluation and revision, in collaboration with the Country Representative
● To coordinates Child Protection assessments and participates in brainstorming, and proposal writing exercises
● To participate in the review of the strategy for Tdh in South Sudan and in the development of new proposals for funding and advise on their technical soundness and financial feasibility
● To ensure that Tdh financial and material support does not compromise their future sustainability

Project Implementation:
● To develop a case management system for vulnerable children in the two target areas
● To mobilise and train community members and other actors to encourage their participation in different aspects of the project implementation and development
● To reinforce the referral system and maintain regular liaison with resource agencies to promote and maintain a healthy and productive relationship with Tdh, in coordination with the Country Representative
● To involve the community in the protection processes of children in particular need of help
● To develop and supervise awareness on Child Rights topics

Database:
● To design clear formats for data collection and treatment and train the Child Protection team accordingly
● To supervise the development/management of a Child Protection database management system and data protection procedures and filing

Monitoring and evaluation:
● To supervise, maintain and strengthen the Child Protection reporting and intervention system
● To supervise the Child Protection team to conduct regular impact evaluations and yearly Child Protection assessments in the communities covered

Human Resources Management:
● To develop accurate job descriptions as necessary for the Child Protection project team
● To assist recruitment efforts through planning and interviewing of candidates, in respect to the local regulations

Capacity building:
● To identify training needs and develop a capacity building strategy that aims to build progressively autonomy of the Tdh team, in collaboration with the national Child Protection team
● To participate in the capacity building support to the relevant local authorities, as required by the project

Coordination:
● To communicate with other humanitarian partners and local authorities in the target areas, as relevant for the effective and efficient implementation of the Child Protection project
● To attend regularly Child Protection Working Group meetings and other relevant fora at local level, and national level when relevant

Representation:
● To contribute to coordination mechanisms, including the sharing of information and reporting
● To attend or delegate attendance to appropriate external meetings at sector level

Reporting:
● To produce a monthly situation report and programme pack
● To participate in the completion of donor reports
● To submit detailed handover notes upon completion of the assignment

Child Protection Policy:
● To commit to respect Tdh Risk Management Policies including: Child Protection Policy, Safety and Security Policy and Anti-Fraud/Corruption Policy, Whistle Blowing Policy
● To commit to ensure the best implementation possible of the Tdh Risk Management Policies in South Sudan
● To commit to inform supervisors and to deal with any cases, allegations, or possibility of transgression, even potential, of the Tdh Risk Management Policies

Profile:
Language: Excellent command of English (writen and spoken), French is an added value
Experience:
At least 5 years experience in humanitarian field
Experience in Africa is an added value; especially in the Child Protection driven interventions
Familiarity with donors' procedures is an added value
Security and administration; management of human ressources
Programme management (especially related to displacement's situations)
Language: Excellent command of English (writen and spoken), French is an added value
Skills:
Good skills in project cycle management; reporting and analytical skills and experience
Evaluation skills; including representation skills and good negotiation skills
Autonomous, independent, team leader and at ease at managing security situation
Proficiency in Child Protection in Emergencies, competences and skills at operating in complex contexts
Unaccompanied position
