	Job Description
	RTI International is seeking qualified candidates for the Chief of Party Position for an anticipated donor-funded five year education project in Kenya focused on improving early grade reading. The project will consist of a main office in Nairobi and several County offices that will be charged with implementing interventions at the County level. This project’s implementation will support MOE challenges related to primary grade teaching and learning, assessment, and teacher training.  This person will lead the management, implementation and overall quality assurance of the project.  In this role, s/he will be RTI’s primary point of contact with USAID and Kenyan government counterpart agencies. Essential Job Functions: The COP’s roles and responsibilities will include, among other things:  Oversee technical, administrative and financial operations (e.g., operations, compliance, reporting, and implementation) in coordination with the RTI Home Office; Provide technical leadership and quality assurance in the design, delivery and evaluation of technical assistance, implementation and research; all with a focus on early grade reading and teacher training.  Collaborate with Ministry of Education counterparts and other education stakeholders to guide implementation and ensure the timely and quality completion of technical, financial and contractual deliverables Maintain and effectively manage relationships with Kenyan and international RTI partners implementing the project. Provide technical advice and input into developing: instructional materials in English and Kiswahili; reading assessments for English and Kiswahili; teacher training programs for early grade reading.
	Qualifications
	A master’s degree or higher in education or a related field. A proven track record in managing donor-funded education projects, with large staff and implementing a national level program alongside the government. Experience and proven ability to build and maintain relationships with government counterparts and other stakeholders. Minimum of 12 years of relevant experience in development, including education reform, teacher training, literacy, gender issues, grants management, research and community mobilization. Extensive experience with British-influenced education systems. Demonstrated ability to manage and motivate staff into a cohesive team. Experience with donor project management policies, procedures and reporting requirements. Absolute fluency in English and superlative communication and writing skills.
