The specific objectives of the consultancy is to provide technical assistance to the project to ensure (i) effective implementation of the RBF model at district level, (ii) effective integration of design issues arising during the pilot in the national level design of the programme. The firm will work very closely with the Project Implementation Unit (PIU) to provide technical assistance during the implementation of the RBF pilot. The team will provide hands on implementation support in the 9 full RBF intervention districts.
We are looking for an RBF expert to take up the position of team leader with the following experience and skills.
The RBF expert should hold a minimum of a Masters Degree in Public Health, Health Economics or Health Management Sciences and should have experience in health system strengthening. A candidate with a primary degree in health with work experience in resource-poor countries is preferred. (S)he should have at least five years experience in implementing RBF programmes in Africa or elsewhere in the developing world. The candidate will also be required to have hands-on experience in all technical aspects of a RBF programme. Other requirements include:
• Experience as technical lead in similar assignments; • Strong analytical skills; • Capacity building of intermediate and operational level health workers in results based planning and regulation; • Familiar with M&E systems in developing countries; • Excellent management & planning expertise; • Excellent communication and report-writing skills in English; and • Strong diplomatic and interpersonal skills.
The contract will be for an initial period of 18 months. Commencement of the project will take place as of May 2013.
