Mid-term Review of DDG Community Safety and DRC’s CDRD programmes - Somalia


DDG and DRC are looking for an experienced evaluator to review the current implementation processes, activities for the SIDA joint programme on “Community Driven Safety and Socio-Economic Stabilisation”. The mid-term review (MTR) shall cover the operational activities and include an overall assessment of the administrative aspects of the programme with overall recommendations provided for future programme enhancement.
The MTR will incorporate conclusions and findings from other relevant evaluations and impact assessments covering CS and CDRD activities, such as the planned Community Safety impact assessment in Somaliland primo 2013 and the CDRD end-line surveys in several locations in Somalia.
PURPOSE OF THE MID-TERM REVIEW
The purpose of the MTR is to contribute to improving the programme through documenting lessons learned during the initial phase of implementation with a focus on the implementation processes and providing recommendations for consideration during the final phase of implementation. The intended users of the MTR results will be Strategic managers in DDG and DRC Horn of Africa programme and implementation staff in the various field locations. In addition, SIDA Programme Officers and Management will be consulted in discussions on the recommendations drawn from the MTR that may require modification of initial work plans, programme targets and areas of focus.
OBJECTIVES
The main objective of the assignment is to conduct a mid-term evaluation of the outcomes based on the expected results with due consideration of the support received to date from SIDA through the project. Specifically, the MTR seeks to assess the performance of the project including;
• Assess progress made towards the achievement of results, extent to which they were achieved and the contributing factors affecting the achievement of the intended results. The findings should inform to what extent the results contribute to the project's outcomes, as well as the overall objective of “Contributing to the stabilization of fragile parts of Somalia by enhancing community safety and improving the quality of lives and livelihoods of conflict affected populations.” The findings should also inform the extent to which the DRC interventions have contributed to the broader programme objectives on the CDRD pillar.
• To evaluate the Community Safety (CS), Community Driven Recovery and Development (CDRD) and livelihood projects in terms of its Relevance/Appropriateness, Efficiency and Effectiveness.
• Identify and document the lessons learnt from the project and provide recommendations for guiding implementation in the remaining time frame.
EVALUATION METHODOLOGY
• Phase one: Inception phase, which includes: desk review, discussions and interviews with DRC and DDG Horn of Africa, drafting of an inception report.
• Phase two: Field visit to project sites in Somalia and subsequent analysis of both quantitative and qualitative data collected by the CDRD and CS programmes through end-line surveys
• Phase three: Evaluation report writing, dissemination and presentation of results
EXPECTED OUTPUTS
A. An inception report prepared and approved by DDG and DRC before commencing phase two. It should also include a detailed description of the methodology and research strategy and analytical approach specifying how the analysis will be performed. The questions, description of sources of evidence, and data collection process and methods to be used should be described in the inception report. A detailed work plan should be included with key activities and plans for field work.
B. Presentation of a debriefing note to project partners from DDG, DRC and SIDA upon conclusion of interviews, discussions and field visits. The debriefing note includes the analysis of both quantitative and qualitative data collected by the CDRD and CS programmes through end-line term surveys.
C. A written evaluation report of no more than 30 pages (excluding annexes) in line with SIDA’s reporting format. The evaluation report should adhere to the DAC Evaluation Quality Standards. The recommendations in the report will aim to guide DDG and DRC in continuation of programming and help in improving the design and implementation of the programme The recommendations to SIDA should cover the whole spectrum of aid management, including resource allocation, financing, planning, implementation, and monitoring and evaluation.
D. Presentation of findings and recommendations to Sida and DDG and DRC.
TEAM AND QUALIFICATIONS
The following professional requirements are desirable:
• Demonstrable experience in leading evaluations of humanitarian programmes with specific emphasis on Armed Violence Reduction (AVR) knowledge (mine action, peace building, SALW management, etc.), community development and livelihoods programming.
• Knowledge of strategic and operational management of humanitarian operations and proven ability to provide strategic recommendations to key stakeholders;
• Strong analytical skills and ability to clearly synthesize and present findings, draw practical conclusions, make recommendations and to prepare well-written reports in a timely manner;
• Experience in qualitative data collection and data analysis techniques, especially in emergency operations;
• Experience, knowledge and clear understanding of Somalia’s humanitarian context;
• Good interpersonal skills and understanding cultural sensitivities;
• Readiness to travel to Somalia and conduct direct standard monitoring and evaluation activities; and
• Have qualifications and experience in mine action programming, livelihood and community development programming or social sciences.
The consultants shall not have been directly involved in the design or implementation of the project. To ensure unbiased impartiality, the consultants shall also not have had prior involvement with any DDG and DRC operational phase project activities. If there may be issues with regard to impartiality and conflict of interest, the consultants should clearly state so in the proposal submitted. The consultants should prepare a proposal (including CVs of the lead consultant and team leader) indicating what approach and methodology they intend to use for the assignment, together with a work plan of activities, as well as budget, including proposed daily fee rate and reimbursable expenses (e.g. travel etc.).
TIMING
Proposed start date is March 2013, as the final report and briefing to DRC/DDG and Sida must be delivered by 15 July 2013.
BUDGET
Accommodation and transport in Somalia is provided. Any other cost should be fully covered in the proposal, which should not exceed $20,000 USD.
