Background:
The
UNAIDS Country Office for Sudan operates within the UN Resident
Coordinator system to support the work of the UN Country Team (UNCT).
The primary role of the team is to facilitate and support a joint UN
response to AIDS at country level. The team supports the efficient
functioning of the UN Joint Team on AIDS mechanism to ensure
coordination, coherence and quality of the UN system support to the
national AIDS response.
The office works closely with government and civil society, advocating and supporting the national AIDS response by providing guidance and expert advice on development and strengthening of institutional capacity. |

Duties and responsibilities:
The
incumbent supports UNAIDS’ reinforced and reinvigorated strategic
information role focused on assessing progress and identifying
programmatic gaps of the country’s AIDS response, under the direct
supervision of the UCC and with technical guidance from the RST and
relevant Geneva units and departments. The incumbent plays a pivotal
role in providing the evidence needed by the UCO to fulfill its
strategic role in the country. This is done by analysis of data on the
status and trends in the epidemic and the response, to quickly and
efficiently assess the impacts of past efforts and chart the way
forward. These analyses and suggested programmatic actions will be
shared with RSTs and headquarters to enrich the aggregated picture at
regional and global levels
In particular, the incumbent: Supports the prioritization, process and technical aspects of data collection and compilation, and analysis related to epidemiology and the response, in view of informing future programme efforts, including: Surveillance, surveys and mapping; Analyses of programmatic and survey data on the response; Strengthening of Monitoring and Evaluation systems; Analyses of status and trends of the epidemic; Analyses of the distribution of new infections by geography and by mode of transmission; Triangulation and modelling of epidemiological and response data to assess impact and identify programmatic gaps; Assists the UCC in reinforcing capacity building of national counterparts in data collection, data analysis, reporting and using evidence for programming; Liaises and works closely with country level partners including GFATM, bilateral agencies including PEPFAR, International NGOs on advancing an evidence informed approach to the national AIDS response; Ensures follow-up and provide supports to the UCC for specific programmatic actions and reprogramming informed by strategic analyses that identify programme gaps; Proactively assists the UCC in the monitoring the UNJP on AIDS and provides assistance to all agencies on monitoring of the implementation of UBRAF and UNDAF. Supports reporting at national level and contributes data and analyses to the regional and global level. Performs other related duties as assigned, including replacing and/or backstopping for others. Linkages Internal UCC and other UCO staff To provide support to UCC and UCO on key priorities, strategic guidance and advice. RST To reinforce strategic information role focused on assessing progress and identifying programmatic gaps of country’s AIDS response; to facilitate exchange of strategic information and share advice on regional priorities. Relevant teams in HQ To review and provide strategic information, to collaborate and share strategic technical support and guidance. External Co-sponsors, Technical Working Group on strategic information To share information on priorities, methods and processes; to convene and develop consensus Key partners such as GFATM, PEPFAR To support key national partners on advancing an evidence informed approach to the national AIDS response; to convene and influence the national agenda on strategic information Ministries of Health, Line Ministries, NAC, Universities, Civil Society To develop consensus on generating evidence and use for action. |

Minimum Qualification, Skills and Experience Required:
EDUCATION
Essential: University degree in public health, epidemiology, statistics and demography Desirable: Advanced university degree in one of the above fields. EXPERIENCE Essential: Three to six years of professional work experience in the design, development and operational application of strategic information systems of AIDS programmes in low and middle income country settings. Demonstrated knowledge and sound understanding of the UN System. LANGUAGES Essential: Advanced knowledge of English or advanced knowledge of another language (depending on the duty station). Desirable: Knowledge of another UN official language. FUNCTIONAL/TECHNICAL KNOWLEDGE/SKILLS Quantitative skills to analyse data. Skills in translating data into proposals for action. Good understanding of the HIV/AIDS epidemic and its impact on countries. Knowledge of development and multisectoral issues. |
