The Southern Africa Regional Office (SARO) supports seven Country Programs: Angola, Lesotho, Malawi, Madagascar, South Africa, Zambia and Zimbabwe. Additionally, Botswana, Swaziland, Mozambique and Namibia are managed as outreach programs. The SARO portfolio is valued at ($88m/year) and includes programming in Agriculture, Food Security, Health, HIV/AIDS, Economic Strengthening and local partner capacity strengthening and organizational development. CRS seeks to assist local partners to identify strengths and weaknesses of core management functions including: governance, organizational structure, strategic direction, program development, resource mobilization, financial oversight, human resource management, and monitoring and evaluation. Appropriate capacity building responses are designed with the partners to lead to enhanced organizational capacity and typically involve the provision of focused training, coaching and/or technical assistance.
Job Summary The RTA for Capacity Strengthening and Organizational Development serves as a member of the SARO regional team providing leadership and support for high quality CRS programming. S/he works in collaboration with staff in headquarters and country programs to develop and guide CRS strategies for local capacity strengthening and organizational development. S/he is responsible for advancing regional and agency-wide capacity strengthening strategies including: • the organizational capacity assessment of CRS partner institutions; • the technical analysis, design and monitoring of capacity building interventions; and • the analysis, documentation and dissemination of lessons learned at the CP, regional and HQ levels.
Specific Responsibilities • Provides leadership and guidance for an enhanced CP and region-wide capacity for the design, delivery and oversight of high quality capacity building interventions. • Designs and administers technical trainings for CPs around organizational development including capacity assessments of partner institutions and design/implementation of effective organizational development plans. • Provides strategic leadership in the development of standardized approaches and best practices in local partner capacity strengthening. • Provides ongoing technical assistance to CPs ensuring the quality and effectiveness of ongoing capacity building interventions. • Remains up-to-date with latest methodologies, best practices, and donor requirements within the field of capacity strengthening and organizational development. • Develops and disseminates knowledge assets in support of capacity strengthening, including: guidelines, tools, case studies, and e-learning. Coordinates with colleagues globally to share and incorporate lessons learned from other CRS regions. • Supports the development and adoption of key organizational strength indicators by CP. • Supports country program, regional, and headquarters technical staff in the development of comprehensive plans and materials for the incorporation of local capacity strengthening in each development sector and theme. • Supports country programs to network with institutions and experts in capacity strengthening. Qualifications • Masters degree in organizational development, public or business administration, community development, or equivalent degree with proven capacity strengthening experience • Seven to ten years of progressive responsibility building institutional capacity in overseas relief and development programs in partnership with local organizations. • Demonstrated ability to transfer knowledge to diverse audiences through participatory adult training, mentoring, distance education and other formal and non-formal methods. • Strong design and facilitation skills. • Fluency in English (and French preferred) • Willingness to travel regionally to 30-50 percent This job description is not an exhaustive list of the skills, efforts, duties, and responsibilities associated with the position.
