RECRUITMENT ANNOUNCEMENT
Background
The Government of Rwanda (GOR), in conjunction with the World Bank, has started a 4 year Strategic Capacity Building Initiative (SCBI) which will focus on increasing delivery of four priority areas: investment, energy, agriculture and mining. The initiative is in its second year of implementation.
Rwanda Development Board has been tasked with implementing the investment priority and is currently recruiting additional staff to join its investment focused departments. The Rwanda Development Board is a public institution with a vision of transforming Rwanda into a dynamic global hub for business, investment and innovation. The RDB mission is to fast track economic development in Rwanda by enabling private sector growth. The scope of work includes all aspects related to the development of the private sector. This involves working with and addressing the needs of companies of all sizes (large, SMEs) and both local and foreign investors.
Position

Position
RBD is looking to recruit an Economic Analyst to join its Strategy and Competitiveness Unit. The goals of Strategy and Competitiveness Unit are to:
- Provide high quality strategic analysis and advice to RDB departments so that their activities contribute to RDB’s goal
- Ensure the private sector is deeply engaged and active in efforts to improve Rwanda’s business climate and competitiveness
- Facilitate development of a coherent RDB organizational strategy that supports GoR’s development goals
- Support the Public Private Dialogue secretariat through research and analysis
The successful candidate will be required to perform the following functions:
- Conduct analysis of global and Rwandan economic and investment trends to identify impact on investment and competitiveness.
- Conduct financial and economic analysis on specific initiatives to develop the private sector e.g., public investments.
- Communicate findings of strategy projects to the rest of RDB and government and secure stakeholder buy-in.
- Support the design of the implementation of reforms and strategies and provide oversight where necessary.
- Provide input into policies, laws and GoR decision forums such as annual leadership retreats to improve their impact on private sector development.
- Conduct internal/organizational strategy projects at RDB
RDB is looking for candidates with the following profile:
- Bachelor’s degree in Economics, Econometrics, Statistics, Public Administration or Business Administration or related subjects with a minimum of 5 years of intensive work experience;
- Candidates with a Master’s degree will be given preference Experience in private sector strategy consulting and/or direct policy advice to governments;
- Strong quantitative, economic, financial analysis skills with ability to structure and think strategically about a problem;
- Good stakeholder management skills and ability to work with senior public officials and private sector leaders;
- A strong understanding of the drivers of economic growth and investment in Africa and emerging markets as well as an appreciation of the wider context for business and its relation to the Government;
- Delivery focused, pragmatic, able to multi-task and get things done in a fast paced environment;
- Dedicated to making a difference for Rwanda;
- Professional, detail orientated with high standards.
