CRS is seeking a Regional Technical Advisor for Justice and Peacebuilding (RTA/JPB) to be based in Lusaka at the Southern Africa Regional Office (SARO). Ultimately this position is responsible for developing and strengthening a high quality Justice and Peacebuilding portfolio. The portfolio currently includes 16 projects totaling nearly $3 million in the following areas: good governance, extractive industry management, gender mainstreaming and gender-based violence, peacebuilding, and advocacy. Justice and Peacebuilding is part of the SARO portfolio ($88m/year), which includes programming in Agriculture, Food Security, Health, HIV/AIDS, Economic Strengthening and Local Partner Capacity Building.
SARO supports seven main Country Programs: Angola, Lesotho, Malawi, Madagascar, South Africa, Zambia and Zimbabwe. Botswana, Swaziland, Mozambique and Namibia are managed as outreach programs. The RTA/JPB’s primary focus is to build and strengthen the Justice and Peacebuilding portfolio and to advance strategic priorities. The RTA/JPB will use skills and expertise to help strengthen the capacity of Country Programs to integrate Justice and Peacebuilding into other sectors. The RTA/JPB will transfer capacity to Country Program staff, especially to national staff, and by extension, assist in the transfer of this capacity to CRS’ local partners. The RTA/JPB will play a key role in helping Country Programs learn, both through their own programming and through the shared experiences of other Country Programs and the All Africa Peacebuilding Working Group. The successful candidate will be highly skilled in transforming theoretical Justice and Peacebuilding theory into concrete activities and be able to mainstream gender into other programs. Primary Responsibilities Project Design and Development: 1. Assist Country Programs to develop JPB programming and integrated JPB into existing programs. 2. Support Country Programs to conduct field assessments, gap and capacity analysis and build local capacity to use tools in: gender, conflict analysis and Justice and Peacebuilding. 3. Support project design that is appropriate, innovative, and based on proven methodologies, including: technical writing, proframes, action plans and M&E plans. Implementation and capacity building: 1. Accompany project activities to better understand JPB program implementation, successes and challenges, supporting continuous quality improvement. 2. Improve program quality during implementation by designing and following up on technical recommendations. 3. Deliver training in gender mainstreaming, JPB integration, governance and advocacy for CRS staff and partners. Knowledge, innovation and learning community: 1. Lead the a technical JPB community that learns, shares and improves program quality. 2. Stay abreast of state of the art developments in quality standards and innovations in the sector (e.g. best practices, lessons learned, new donor initiatives and training). 3. Identify strategic opportunities for Country Program staff learning, such as exchange visits, assisting with data collection, analysis and dissemination of findings, including developing internal and external publication. Networking and advocacy: 1. Establish and maintain relationships with donors, partners, and research institutions, including the identification of potential new funding opportunities. 2. Work closely with members of the Africa Justice and Peace Working Group and the Senior Technical Advisors for Peacebuilding, Civil Society and Governance to establish linkages with other peacebuilding groups in Africa 3. Create mutually supportive linkages with CRS peacebuilding, gender and extractives work in other regions. Supervisory Responsibilities The RTA/JPB has no direct reports. However, s/he may be required to supervise consultants, as needed, and will be expected to coordinate requests for external consultancies and internal TDYs in the area of JPB. External: Catholic Justice & Peace Commissions, Peacebuilding organizations, Sister Catholic Agencies, Publish What You Pay Africa Coordinator, national Extractive Industries Transparency Initiative stakeholders, and public and private donors.
Qualifications 1. Master’s degree in relevant field. 2. Minimum of five years experience in JPB programming in Africa including a combination of the following: peacebuilding, gender mainstreaming, advocacy, governance, and extractive industries. Previous experience in RTA role preferred. 3. Proven capacity in working with other development sectors, especially HIV or agriculture and food security. 4. Demonstrated experience in transferring knowledge and building capacity through formal and informal mechanisms. 5. Excellent interpersonal skills and able to work effectively as part of a multidisciplinary team, including people of diverse backgrounds and cultures. 6. Proven experience in developing and following-up on recommendations and effectively advising others, including Country Program senior managers. 7. Strong representational skills, including ability to present programs, findings and policies to multiple audiences, including donors, host country Governments and other key stakeholders. 8. Excellent analytical skills and writing ability, including previous experience developing successful proposals for public and/or private foundation funding as well as publication of case studies and/or training materials. Foreign Language Requirement Fluency in English required, knowledge of French and/or Portuguese desirable. Travel Willingness to travel frequently, as this position will require extensive travel (min of 33% and up to 60%) within Southern Africa
