Introduction
Rwanda is seeking to rationally exploit its soil and water resources as a mechanism to transform and modernize agriculture. As such, the Ministry of Agriculture and Animal Resources (MINAGRI) through its Task Force for Irrigation and Mechanization has embarked in construction of irrigation infrastructures within the country and is putting an emphasis on ensuring sustainable management and valorization of irrigation schemes that are being developed.
In irrigation schemes, Water Users Association (WUA) and farmer cooperative are two complementary independent organizations working together for sustainable management and valorization of the scheme. The WUA is in charge of operation and maintenance of irrigation infrastructures, while the farmer cooperative focuses on production and marketing aspects. However, the success of each organization will depend on how well the other organization fulfils its mandate.

Job Description
The Specialist in cooperative development is being recruited by Irrigation and Mechanization Task Force with the following tasks:
- Promote the creation of farmer cooperatives in all irrigation schemes developed within the country;
- Assist the created farmer cooperatives in their registration process;
- Provide advices to farmer cooperatives in order to improve their management performance;
- Develop training materials for farmer cooperatives members and committees;
- Plan and implement training programs for farmer cooperatives operating in irrigation schemes;
- Provide advices to farmer cooperatives in order to improve agricultural production in irrigation schemes and to market their products at good prices;
- Assist farmer cooperatives to develop and implement their business plan;
- Maintain effective and smooth working relationship with different institutions and agencies working in promotion of agricultural cooperatives in Rwanda;
- Promote a good understanding and collaboration between Cooperatives and Water users associations operating in the same scheme;
- Encourage farmer cooperatives to use agricultural equipment and inputs (tractors, fertilizer, seeds, etc.) to increase their production;
- Keep records and timely report to Irrigation and Mechanization Task Force.
The profile of the Specialist in Cooperative Development would be:
- At least a Bachelors Degree in Social Science, Rural Development, Business Administration, Management, Agronomy, or Development Studies.
- At least three (3) years relevant work experience, preferably with associations or cooperative organizations;
- Experience in training and capacity building of associations or cooperative organizations;
- Very strong interpersonal and communication skills;
- Knowledge of legislation in the field of cooperatives;
- Significant understanding of cooperative development in Rwanda;
- Ability to draft and develop training materials;
- Excellent writing and presentation skills (English and Kinyarwanda);
- Ability to work in a multidisciplinary team;
- Strong learning and innovation attitude;
- Willingness to travel frequently.
