Job Location: Nairobi/Juba with travel to Somalia, South Sudan and other program sites in East Africa.
Contract Details: Unaccompanied 1 year (with possibility of extension)
Job Summary: The Regional Program Manager will oversee KHI’s Emergency Nutrition (EN) projects as well as Health programs in East Africa.
Job Purpose: Overall strategic management of East Africa emergency nutrition and health response:
To manage and coordinate the implementation, monitoring and evaluation of KHI’s nutrition and health interventions in Somalia, South Sudan and other program sites including the effective scale-up of Community-based Management of Acute Malnutrition (CMAM) and other nutrition related work to address the current crisis. S/he will also be responsible for representing KHI and coordinating with key stakeholders in nutrition at all levels.
Main duties & Responsibilities: Program Development and Management:
•Assess the current capacity of KHI to expand operations given the scale of the current crisis. •Develop project implementation/work plans and support the nutrition team in this regard to contribute to meeting the current needs in operating areas. •Support the expansion and implementation of KHI’s emergency nutrition response and strengthen focus on integration with food security/livelihoods. •Work closely with the Country Directors and Senior Management team on the needs of the civilian population and KHI’s capacity to expand operations maintaining quality programming. •Develop project concept notes, proposals and budgets as needed, particularly building on lessons learned from the programmer experience. •Ensure detailed procurement plans and quantities and specification for all required nutrition materials is specified well in advance and ongoing liaison with logistics and other relevant staff taking place to ensure appropriate supplies delivered effectively and in a timely manner.
Representation, Coordination & Liaison:
•Represent KHI at various coordination fora, directly engage with technical and other relevant staff of donor organizations and UN agencies. •Ensure effective program/project implementation by engaging with donors and other key actors in the nutrition arena. •Develop relations with other nutrition actors to ensure KHI is engaged in developing the strategy for livelihoods recovery in East Africa.
Staff Management and Development:
•Manage the team of nutrition staff and focus on building the capacity of the national nutrition staff to ensure improved program quality, staff capacity & technical knowledge and overall service provision. •Ensure recruitment of staff as needed and support their training, mentoring and supervision to help ensure quality nutrition programme intervention implemented. •Participate in recruitment and management of consultants as and when necessary.
M&E, Reporting, Review and Supervision:
•Ensure effective supervisory mechanisms are in place, reflecting realities of country context and emergency situation. •Ensure a strong monitoring system is in place, which reflects the realities of the country context, and that program data on key nutrition indicators (which may include CMAM performance, program coverage, community participation, health & nutrition knowledge and practice, and quality of service delivery) is collected, analyzed, reviewed and responded to on an ongoing basis – as may be feasible and realistic given operating context and emergency situation. •Prepare timely and quality reports (both narrative and financial) to fulfill internal (Country, Regional and HQ) and external (Ministry, Donors and Cluster) requirements. Engage in analysis of the nutritional situation as part of the overall emergency response and participate in strategic planning & management discussions. •Ensure KHI management and relevant HQ staff are fully updated on the unfolding nutritional situation and provided with the key findings from nutrition assessments, reports, external updates, etc. If the situation permits, undertake or manage nutrition surveys. •Provide regular recommendations and technical information to the Chief Strategy Officer on the implementation of the program. •Adapt and improve the existing program on an ongoing basis, based on careful review of monitoring and any evaluation findings. •Any other relevant duties as may reasonably be requested by the Chief Strategy Officer.
Person specification:
Essential: •MSc or degree in nutrition and/or public health, nursing with significant nutrition programming experience in an emergency context. •At least 7 years experience in nutrition programming, at least 3 of which must be managing a nutrition program in an insecure emergency environment. •Emergency experience is absolutely essential. •Experience of remote control management and monitoring. •Experience in the supervision, training and mentoring of nutrition & health staff and partner organizations. •Knowledge & experience of technical nutrition aspects – assessments, surveillance, surveys, etc. •Excellent report and proposal writing skills. •Experience in analyzing and interpreting data and writing reports to a high technical standard. •Excellent communication skills – negotiation, networking, facilitating workshops at different levels, etc. •Flexible, reliable, culturally sensitive, ability to work long hours and retain composure under pressure. •Strong organizational, interpersonal, communications and networking skills. •Strategic approach and demonstrated ability to engage with key stakeholders at all levels. •Strong analytical skills. •A feel for the way KHI operates and our target group. •Ability to work both as part of a team and on own initiative, be a self-starter, and work with minimal supervision. •Ability to get on with people and get the best out of them. •Willingness to travel and live in basic conditions and in an insecure area. •100% Fluency in English
Desirable:
•Experience implementing CMAM •M&E experience and skills. •Experience of designing, implementing and analyzing nutrition surveys. •Experience in food security programming and integration of nutrition with food security and other programs. •Previous experience working in EN with international agencies. •Previous experience in Somalia/South Sudan. •Computer Proficiency.
