Kenya Integrated Education Programme (KIEP) Strategic Project Evaluation

Sightsavers is looking for external evaluators to conduct a strategic project evaluation of its Education Programme in Kenya and is calling for an expression of interest to undertake the evaluation. This evaluation is being re-advertised due to a change of dates for the assignment.

The program has been in operation since 1989 and is being implemented in 20 out of 47 counties that constitute the Republic of Kenya. The overall programme goal is to promote inclusive education for visually impaired learners in Kenya. The programme aim is to contribute towards realisation of the “Education for All” millennium development goal. The primary objective is to increase accessibility of quality education for visually impaired learners through strengthening capacities of service providers and advocating for a conducive learning environment for children with visual impairment.

The evaluation will cover the period 2006 -2010. The evaluators will be guided by specific evaluation questions drawn in the terms of reference, the criteria of which they will be expected to conform.

The lead evaluator/ review team should have as a minimum, demonstrable expertise and experience in education development, particularly in the promotion of inclusive education in low income countries. S/he should have broad understanding of the “Education for All” campaign, global education policy frameworks, and the in-country operational and policy environment with regard to inclusive education. In addition, the evaluator/review team should have practical experience in evaluating education programmes and should be willing to submit a sample report of a similar evaluation previously undertaken for Sightsavers review, as part of selection assessment criteria.

The evaluation is expected to take place between 3 December 2012 and 13 March 2013.
