Role Purpose

Senior Program Epidemiologist, Tanzania Vector Control Scale-up Program
RTI International is seeking
highly-qualified Senior Program Epidemiologist candidates to provide
strategic, senior-level technical assistance to support implementation
of the Tanzania Vector Control Scale-up Program (TVCSP). Funded through
the President’s Malaria Initiative (PMI) / United States Agency for
International Development (USAID) and implemented by RTI in
collaboration with the U.S Centers for Disease Control and Prevention
(CDC), Tanzanian Ministry of Health and Social Welfare (MOHSW) through
the National Malaria Control Program (NMCP) and the Integrated Disease
Surveillance and Response (IDRS). The Senior Program Epidemiologist
will be responsible for overall technical guidance and supervision of
the malaria epidemic early detection system (MEEDS) and monitoring
Parasitemia Prevalence and Malaria Epidemic Preparedness and Response
Plan.
PRIMARY RESPONSIBILITIES: Overall Technical Support
•Responsible for provision and oversight of technical assistance relating to epidemiological surveillance. This includes: oSurveillance and response activities in both the Lake Zone and Zanzibar; oNMCP, ZMCP, DHMTs and other key stakeholders for survey protocol development, training, field implementation, data analysis, maps, and report writing.
Implementation of Surveillance Systems
•Provide hands-on leadership in the development, implementation, and monitoring of surveillance systems such as: oMalaria Epidemic Early Detection System (MEEDS); oActive malaria case detection and notification; oParasitemia Prevalence among Pregnant Women and Children in RCH sites in the Lake Zone; oEpidemiological Surveillance in health facilities. Specifically, support the development and/or implementation of appropriate data analysis systems for all information collected in all health facilities.
Capacity Building and Engagement with Stakeholders
•Contribute to capacity building of ZMCP, NMCP, MOH and other relevant stakeholders to enable them retain the capability to undertake effective IRS independently in the future. •Lead regular/semi-annual dissemination meetings with stakeholders.
Program Management and Implementation
•Prepare oral and written reports, posters and presentations, including scientific papers for peer-reviewed journals and specialist scientific meetings •Contribute to TVCSP reports: annual work plans, monthly work plans and quarterly reports. •Represent TVCSP at special meetings, technical conferences, and non-technical meetings with donors and the public. •Perform other relevant duties as assigned by the COP.
MINIMUM QUALIFICATIONS:
Education and Experience •Masters-level or higher advanced degree in public health, epidemiology, demography, or biostatistics with at least nine (9) years of relevant experience in infectious disease control (including malaria) in Africa. •Experience with large scale health intervention programs in resource-poor settings, project and field team management. •Track record of authoring and contributing to scientific publications.
Knowledge, Skills and Abilities •Advanced epidemiological knowledge.
•Capacity to operate computer databases: proficiency with Microsoft Office applications (Excel, Word, Outlook, PowerPoint, etc.) and advanced database and statistical analysis software (MS Access, SAS, STATA, Epi Info, SPSS). •Ability to independently work through all stages of an operational research project: identifying the question; writing a concept paper; writing a proposal; developing a manual of operations; developing data collection tools; understanding the need for review and ethical clearance; recruiting and training field staff; data collection; data entry and management; analysis; interpretation; preparation of reports and manuscripts; and dissemination of results. •Excellent English writing and verbal communication skills. •Strong interpersonal and intercultural skills. •Ability to interact with staff at all levels in a fast paced environment and with a high level of professionalism and integrity. •Passion and enthusiasm for the aims of the program.

MINIMUM QUALIFICATIONS:

Service Objectives:
The objective of this position is to provide scientific and project management support for the implementation of scientific public health evaluation and research activities and to provide guidance on the strategy of implementing CDC Tanzania’s scientific portfolio.
Task Requirements:
Under this task order, the contractor will independently provide scientific support services to the Centers for Disease Control and Prevention (CDC)/ Division of Global HIV AIDS Program (DGHA) and its partners in accordance with this statement of work. The primary objectives are to provide contractor services, deliverables, technical assistance and expert advice, as needed, to CDC Tanzania senior management team for the implementation science program.

The Child Labor Specialist will be responsible for the implementation of the technical aspects of the project related to social protection interventions. Reporting to the Project Director, he/she will:
• Provide technical support, training and guidance on best practices to the proposed project as related to children at risk of or involved in child labor • Provide technical assistance to government agencies or units, such as the LGA and CLU and community stakeholders, • Work closely with local coordinators and stakeholders to develop district child labor plans. • Ensure the quality and relevance of the project’s social protection and institutional capacity building activities to promote the sustainable reduction of child labor within the target geographic areas;
• Work with the project team, including partner staff, and others to ensure that all interventions take into account the holistic needs and capabilities of conflict-affected children and support their protection and development; • Support the establishment of, or strengthening of, child protection systems at the national and district level, with a specific focus on child labor; • Support the direct monitoring of child beneficiaries ensuring it is in line with best practices; • Provide technical support in the design, monitoring and evaluation of activities aimed identifying and supporting children involved in or at risk of child labor; • Ensure that in all interventions, there will be an explicit inclusion and expectation of promoting the active engagement of children at all stages of the project cycle, and building leadership capacity; • Plan and implement policy workshops for project stakeholders (national institutions involved in education and labor issues); • Develop and field-test learning materials designed to improve education quality; • Liaise with technical specialists of partner organizations and government agencies; • Development of multisectoral partnerships and networks; • Provide technical input into the design and scope of proposed research studies; • Prepare narrative reports for submission to Project Director; • Ensure activities implemented as per established project framework; • Track project budget and field expenditures.

Individuals are required to hold a Bachelor’s Degree (Master’s Degree preferred) or higher in anthropology, sociology, international development, or other human development related field and possess a minimum of three years progressive child protection programming experience. Candidates must have a minimum of three years experience in a leadership position responsible for policy development and advocacy of child protection issues, including child labor, in developing countries in areas. Previous work experience with civil society, including labor unions and NGOs on the issue of child labor or other labor related issues specifically targeting underserved populations. Consideration will be given to candidates with additional years of experience providing direct technical support to the district and national government authorities to build strong child protection systems. The project will work with local entities and build on existing efforts to reduce the worst forms of child labor, including programs to protect orphans and vulnerable children (OVC), increase access to education and promote economic opportunities for Tanzanian households most vulnerable to the worst forms of child labor. Project interventions must address the following areas: a) promote children’s access to, enrollment, retention and completion of education and training opportunities; b) promote improved livelihoods for households of target children; c) promote youth employment; d) work with government structures to support implementation of policies and strengthen institutional capacity; e) raise awareness about child labor in the agriculture and domestic labor sectors; f) support research, evaluation and collection of reliable data on child labor; and g) promote transparency, accountability and sustainability of efforts to combat child labor. This position is contingent on IRC being awarded the cooperative agreement.
II. Responsibilities
The Child Labor Specialist will be responsible for the implementation of the technical aspects of the project related to social protection interventions. Reporting to the Project Director, he/she will:
• Provide technical support, training and guidance on best practices to the proposed project as related to children at risk of or involved in child labor • Provide technical assistance to government agencies or units, such as the LGA and CLU and community stakeholders, • Work closely with local coordinators and stakeholders to develop district child labor plans. • Ensure the quality and relevance of the project’s social protection and institutional capacity building activities to promote the sustainable reduction of child labor within the target geographic areas;
• Work with the project team, including partner staff, and others to ensure that all interventions take into account the holistic needs and capabilities of conflict-affected children and support their protection and development; • Support the establishment of, or strengthening of, child protection systems at the national and district level, with a specific focus on child labor; • Support the direct monitoring of child beneficiaries ensuring it is in line with best practices; • Provide technical support in the design, monitoring and evaluation of activities aimed identifying and supporting children involved in or at risk of child labor; • Ensure that in all interventions, there will be an explicit inclusion and expectation of promoting the active engagement of children at all stages of the project cycle, and building leadership capacity; • Plan and implement policy workshops for project stakeholders (national institutions involved in education and labor issues); • Develop and field-test learning materials designed to improve education quality; • Liaise with technical specialists of partner organizations and government agencies; • Development of multisectoral partnerships and networks; • Provide technical input into the design and scope of proposed research studies; • Prepare narrative reports for submission to Project Director; • Ensure activities implemented as per established project framework; • Track project budget and field expenditures.
III. Qualifications
Individuals are required to hold a Bachelor’s Degree (Master’s Degree preferred) or higher in anthropology, sociology, international development, or other human development related field and possess a minimum of three years progressive child protection programming experience. Candidates must have a minimum of three years experience in a leadership position responsible for policy development and advocacy of child protection issues, including child labor, in developing countries in areas. Previous work experience with civil society, including labor unions and NGOs on the issue of child labor or other labor related issues specifically targeting underserved populations. Consideration will be given to candidates with additional years of experience providing direct technical support to the district and national government authorities to build strong child protection systems. Candidates must have experience in statistics and development of monitoring systems (national and/or local). Candidates should have strong writing and editorial skills; be able to work under pressure; and possess strong interpersonal and intercultural skills that enable them to work well with a diverse team. Experience managing USDOL-funded projects is preferred.
Fluency of English is required. Knowledge of Kiswahili is preferred.
