Director of Finance and Administration in Tanzania


TITLE: Director of Finance and Administration
REPORTS TO: Country Director

LOCATION:Tanzania
OVERALL JOB FUNCTION:         
Under the direct supervision of the Country Director of ICAP in Tanzania, the Director of Finance and Administration is responsible for managing the financial and administrative aspects of ICAP in Tanzania. The officer will:
  • Oversee and manage the financial aspects of all donor awards to ensure that financial transactions comply with the requirements and regulations of Columbia University, USG and other donors of ICAP;
  • Develop and manage organizational budgets and day-to-day financial transactions; 
  • Participate in strategic planning meetings and provide all financial input;
  • Design and implement administrative and human resource processes and systems;
  • Be responsible for ensuring that the existing procedures of ICAP in Tanzania adhere to ICAP’s Standard Operating Procedures (SOPs);
  • Develop monthly, quarterly, semiannual, and annual reports of the administrative and finance department to be submitted to the country director in a timely manner;
  • Develop the administrative and financial aspects of grant applications to be submitted to ICAP’s donors, and prepare responses to any query that may arise related to the administrative and financial aspects of the submissions; 
  • Review financial reports of ICAP sub-grantees and provide feedback; ensure that the ICAP sub-grantees follow financial and administration requirements of Columbia University and its donors.  
Responsibilities:
   
Finance
  • Establish and manage all financial systems to ensure  transparency, accountability and accuracy;
  • Ensure ICAP in Tanzania meets all donor financial and administrative requirements such as budget preparation and tracking, financial management, and  agreement management;
  • Generate and present monthly and quarterly financial reports for various internal and external audiences that accurately account resources expended by ICAP in Tanzania;
  • Conduct periodic pipeline and burn rate analyses,  review of actual expenses, and budget-to-actual comparisons for the purposes of financial and programmatic planning;
  • Apply fiscal controls and compliance procedures within ICAP in Tanzania;
  • Develop, prepare, and monitor budgets according to ICAP’s and donors’ standards;
  • Provide oversight of the management of sub-award agreements, ensuring sub-awardees adhere to the Standard Operating Procedures of ICAP;
  • Train staff and partners in aspects related to ICAP’s financial systems, protocols, or policies;
  • Serve as lead liaison between senior administrative and program staff in ICAP New York  to ensure that all administrative and financial obligations of the program are routinely met;
  • Supervise the Finance Manager, Administration Manager, Human Resources Manager, Sub-grants Manager, Procurement specialist and ICT manager to ensure high performance and support to ICAP in Tanzania and its partners;
  • Serve as lead liaison with national tax authorities to ensure that ICAP in Tanzania adheres to taxation requirements and receives taxation relief, where appropriate;
  • Ensure that ICAP in Tanzania’s banking requirements are fully met through the establishment and maintenance of effective working relationships with commercial banks.
Administration
  • Ensure that all procurements of goods and services are in compliance with ICAP Standard Operating Procedures;
  • Ensure the effective and smooth administrative operations of ICAP in Tanzania offices;
  • Assist the Country Director in reviewing and revising policies and procedures that enhances ICAP’s programs;
  • Serve as lead liaison with in-country legal counsel and facilitates or coordinates the addressing of legal matters with ICAP in New York;
  • Serve as the primary liaison on all audit-related issues pertaining to the ICAP-Tanzania country office.
Human Resources
  • Ensure the effective establishment and implementation of systems for recruitment, orientation and on-going performance management for all staff;
  • Oversee all complex human resource matters including grievances, discipline, terminations, staff reductions, severance and rewards;  
  • Facilitate decision making on human resources matters, including organizational design and development, staffing, change management, position classification, compensation, supervision, performance management, employee and employer relationships, and conflict resolution;
  • Ensure that the ICAP-Tanzania office adheres to local labor laws;
  • Ensure the ICAP-Tanzania local hire manual adheres to the ICAP Standard Operating Procedures.
General
  • Perform any other duties and responsibilities related to finance and administration as may be assigned by the Country Director.
MINIMUM REQUIREMENTS – EDUCATION AND EXPERIENCE
  • A master’s degree in business administration, finance, accounting or related fields;  significant and directly related experience may be substituted for the degree requirement.
  • Chartered Accountant (ACA, ACCA, CPA);
  • Minimum of ten years of relevant work experience with a minimum of seven years of work experience in the international NGO context;
  • Demonstrated experience with the United States Government’s financial rules and regulations related to grants and contracts.
Additional Requirements:
  • Knowledge of accounting principles and techniques;
  • Demonstrated experience  in analyzing and interpreting financial data;
  • Strong supervisory and management skills; Demonstrated experience in the supervision of finance and administrative staffs.
  • Excellent interpersonal and communication skills;
  • Demonstrated experience  working independently with minimal supervision;
  • Fluency in speaking, reading, and writing English;
  • Knowledge of local labor laws and reporting regulations;
  • Experience with financial accounting systems such as QuickBooks;
  • Strong computer skills, including spreadsheet and word processing competencies.
