MOGADISHU
The Somalia Protection Cluster, chaired by UNHCR and co-chaired by Danish Refugee Council (DRC), is looking for an experienced and capable Protection Training Coordinator to be based in Mogadishu, Somalia.
BACKGROUND AND OBJECTIVE
Targeting the most vulnerable communities remains a significant challenge in Somalia as a result of the lack of access and continuing violence. Despite the insecurity, there is a significant increase in humanitarian and early recovery interventions by various agencies in Mogadishu, both by cluster members and by other agencies working under the Organization of the Islamic Conference (OIC). Protection concerns need to be addressed to ensure that humanitarian and early recovery activities do not lead to or perpetuate discrimination, abuse, violence, neglect or exploitation.
Protection mainstreaming intends to give vulnerable populations and IDPs in particular a stronger voice. Providing implementing organisations with technical guidance on mainstreaming protection is expected to result in protection concerns being better incorporated in humanitarian assistance programming, in addition to improved targeting of vulnerable communities.
The Somalia Protection Cluster developed a protection mainstreaming tool and a GBV checklist to provide guidance to clusters and other agencies to mainstream protection in their various activities. In Mogadishu, the Protection Cluster developed policy guidelines on return programmes with the Government, NGOs and OIC members to implement harmonised minimum standards in accordance with applicable international protection standards. In conjunction with the Food Security Cluster, the Protection Cluster developed a policy on distributions to improve the security and protection standards during food and other distributions.
To ensure effective protection mainstreaming, the Protection Cluster will provide a series of training workshops to cluster members and humanitarian organisations working in Mogadishu, the Afgooye Corridor, and possibly in other regions of the South. The Protection Cluster will offer practical guidance and technical support to other clusters and agencies on the implementation of its mainstreaming tools during non-protection programming. Linkages with other clusters will be strengthened in order to ensure protection concerns are taken into consideration at all stages of the programming cycle.
OVERALL OBJECTIVE
The main role of the Protection Training Coordinator will be to develop and adapt protection mainstreaming training materials and to conduct training workshops, including Training of Trainers (ToT) for staff of NGOs, UN agencies and other interested parties in Mogadishu, Nairobi, as well as other areas of South-Central Somalia. Training will be conducted jointly with a Somali-speaking staff.
KEY RESPONSIBILITIES
• To prepare and conduct training workshops, including Training of Trainers (ToT) on protection mainstreaming to cluster members, staff from UN agencies, NGOs, government officials, other international partners, and local civil society.
• To work closely with the Protection Cluster Coordinator (UNHCR), Deputy Coordinator (DRC) in Nairobi and Focal Point in Mogadishu.
• To serve as the Protection Cluster’s focal point for capacity building activities on protection mainstreaming.
• To participate in the development of other materials/productions (leaflets, posters, documentaries, etc.) in relation to mainstreaming protection
• To implement, monitor and evaluate Protection Cluster mainstreaming activities
• Manage all logistical arrangements related to the administration and delivery of the training workshops.
• Assist in identifying capacity building needs and gaps.
• To carry out other related tasks as requested by the Protection Cluster Coordinator, Deputy Coordinator and Focal Point.
REPORTING ARRANGEMENTS
The Protection Training Coordinator will report to the Regional Protection & Migration Advisor.
QUALIFICATIONS & EXPERIENCE
• A Bachelor’s degree in Law, International Law, Human Rights or Refugee Studies. Master’s degree preferred.
• At least 3 years of demonstrated experience in the field of organizing, facilitating and implementing trainings and other capacity building programmes on protection, IDP rights, and human rights, preferably in developing countries.
• Demonstrated experience coordinating with and training local and national authorities.
• Strong understanding of protection principles and likely protection concerns related to internally displaced persons (IDPs).
• Experience in designing training sessions and developing relevant materials.
• Excellent interpersonal, intercultural and communication skills.
• Able to work under pressure, with limited supervision, and at times under difficult security conditions.
• Excellent organizational skills, self-motivated and efficient.
• Strong leadership/managerial skills and demonstrated working experience in a cross-cultural environment required.
• Computer skills: solid knowledge of Microsoft Office, in particular Power Point, Word and Excel.
• Language skills: fluency in verbal/written English is essential.
CONDITIONS
Availability: Mid October 2012
Duty station: Mogadishu, Somalia with travel to the field to field programmes. This is a Non family duty station subject to Rest & Recreation in accordance with R&R policy.
Contract: Seven months contract with possibility of extension. Salary and conditions in accordance with the Danish Refugee Council’s Terms of Employment for Global Expatriates (available at www.drc.dk under Vacancies). This position is graded A12.
