PURPOSE OF THE ASIGNMENT Under the general supervision of the Executive Secretary of the National Commission for Children (NCC), the incumbent provides professional technical assistance to the NCC with regards to its national responsibility for planning, monitoring, coordinating and evaluation of child protection interventions in Rwanda in order to advance upstream child protection in Rwanda: Ensure the effective and result-oriented planning and monitoring of NCC interventions. Providing data and evidence on NCC’s contribution and performance to the achievement of results for children in Rwanda; Ensure the availability of quality and up-to-date data to ensure accurate analysis of the situation of children’s rights in Rwanda Further strengthen the M&E system of the NCC to collect, analyse, use and share quality data on progress and challenges in achievement of targets of the country’s Economic Development and Poverty Reduction Strategy, MDGs and Vision 2020;
MINIMUM REQUIREMENTS Advanced university degree in social sciences, statistics, planning development, planning.
Professional work experience in programme development and implementation including monitoring and evaluation activities as follows: Five years of relevant professional work experience At least one instance of exposure to emergency programming, including preparedness planning and emergency response

MAJOR DUTIES AND RESOINSIBILITIES
Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primarily, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results. Duties & Tasks: •Maintains a database of up-to-date disaggregated indicators and data sources to serve as reference for analysis and reporting on the situation of children in Rwanda; •Ensures data accuracy and contributes to drafting/ reviewing relevant components of country-level statistical and analytical notes, briefings and reports on the situation of child rights issues in Rwanda, including situation analyses, and mid-term reviews, etc. as appropriate •Develops standard, user-friendly and result-focused templates/tools for monitoring and reporting progress towards achievement of results for children in Rwanda •Contributes to the consolidation of reports on progress towards achievement of annual and multi-annual results for children in Rwanda as part of the strategic plan of NCC •Ensures capacity building of staff for the use of existing and new staff within NCC, on monitoring and reporting mechanisms with a focus on promoting the use of quality and up-to date data. •Actively participates to the development, implementation, monitoring and evaluation NCC interventions on the strengthening organisational M&E system to support in national planning, execution and review processes at central and decentralised level; •Provides technical assistance for the development/ review of national policies, strategies, guidelines and tools to build a result-based monitoring and evaluation system that focus on measuring performance in achieving outcomes to build evidence-based public policies. •Conduct M&E capacity assessment of NCC, including by ensuring the development and regular review of its annual work plan, focusing on documenting progress, challenges and recommendations. Actively engages in development/improvement of data collection, management and dissemination systems, tools and practices to ensure results-focused planning, monitoring and reporting of the NCC.
