NGO working in South Sudan.
CARE and its partners work with vulnerable communities to address the
underlying causes of poverty and promote peace and development, through its
strategic goal to reduce poverty by empowering women, enhancing access to
resources and services, and improving governance.
CARE South Sudan is looking for a
suitable candidate to fill Project Manager Position which will be base in Unity
State.
JOB SUMMARY
The Project
Manager is to contribute overally for the successful and effective
implementation of the Emergency health and WASH support for returnees, IDPs and
host communities in Unity State, South Sudan. This project is aimed at reducing
mortality and morbidity rate among Returnees, IDPs and host communities in
Rubkona County in Unity State through provision of quality WASH and primary
health care services along with extension services.
The Project
Manager will be responsible for carrying out, implementation, monitoring and
evaluation activities of the project in accordance with CARE programming
principles/standards and donors’ contractual obligations. The position will
also be responsible for overseeing the project resources, supervising the
project staff and maintaining coordination and liaison with other CARE projects
and counterparts. The position involves participation in and contribution to
advancing subsequent project phases according to the program unit plans..
S/He is
responsible for administrative as well as programmatic aspects of the project.
The Project Manager is required to give administrative as well as programatic
skills to the Primary health care and WASH components of the project. This
includes but not restricted to human resource management, quality reporting,
and PHC management.
Under the supervision of the Program Coordinator , the incumbent will
work as a team with others in the sector to ensure the program’s vision and
mission are realized, and this will involve assistant in cross-cutting aspect
of the program which include both hardware and software component.
SCOPE OF WORK
·
Prepare Detailed
Implementation Plans (DIP) and Procurement Plans for approved projects, jointly
with the project team and in consultation with the Program Coordinator, and to
ensure implementation of the plans.

Guide staff in
preparation and implementation of monthly activity/ work-plans
·
Review project
implementation progress regularly, making necessary changes and adjustments to
the DIP in consultation with the Program Coordinator
·
Identify
potential project expansion needs and opportunities, and conduct needs
assessments in areas of potential intervention, or to establish gaps in areas
where CARE SS is already working, and to recommend necessary interventions.
·
Contribute to
the concept and funding proposal writing and review processes, in line with
approved or agreed CARE SS program focus.
·
Conduct regular
field visits to inspect project activities, providing appropriate technical
guidance to field teams.
·
Organize regular
(at least quarterly) project review workshops to evaluate progress, identify
challenges and determine measures to improve performance or expedite progress.
·
Monitor weekly
and monthly progress of activities against the DIP matrix and other agreed
sector monitoring formats.
·
Prepare monthly
project progress reports and other updates as may be required, to the Program
Coordinator
·
Participate in
overall sector planning, review and development.
·
Disburse the
project budget as per CARE SS financial procedures and donor contractual
requirements
·
Track budget
expenditure against activity implementation, recommending necessary budget line
adjustments or budget review to the Program Coordinator in a timely manner
·
Review and
approve Purchase Requests for goods and services as per approved project AIPs
and within set ceilings, guiding Technical officers on proper timely
procurements.
·
Prepare monthly
cash projections and approve payment requests in line with standard CARE SS
procedures and guidelines.
·
Review monthly
financial reports and take appropriate measures in consultation with Program
Coordinator and Finance unit.
·
Supervise
technical officers and administrative cadres attached to the Project
·
Conduct Annual
Performance Planning (JD, IOP and Individual work-plans) and Annual Performance
Appraisal (APAA) for supervisees, and monitor progress and execution of the
plan, while providing necessary guidance and support to supervisees to do the
same for their teams
·
Identify staff
development needs and implement development opportunities and plans, including
motivation, coaching, mentoring, training and on - the -job skills transfer.
·
Ensure efficient
scheduling and approval of staff deployment, leaves and related absences.
·
Ensure
that Project teams comply with standing staff safety and security guidelines,
both for staff and resources.
·
Any
other relevant duties assigned by the Program Coordinator or her/his designated
officer.
·
Represent
CARE at field office level sectoral forums, establishing and promoting cordial,
professional relations with local partners and collaborators including GOS
officials, UN, sister agencies.
·
Arrange
and participate in appropriate public relations events, including visits by
government, donors and CI representatives.
·
Prepare
and submit standard inter agency reports through, or following review by the
Program Coordinator.
·
Learns
and trains staff and partners about safety and security measures. Keeps CO
safety and security committee updated with staff/assets safety and security.
·
Implements
and ensures compliance to safety and security measures and procedures.
·
Responsible
for day to day smooth management and running of the three health centers.
Liaises with the state ministry of health to have all the staff in place. Takes
necessary steps to change health service delivery situations in the clinics.
Ensures the health supervisory checklists are
properly maintained for better service delivery in the clinics.
Regularly visits the primary health centers. Ensures proper hygiene and
sanitation is maintained in the clinics.
In close association with the M&E officer establishes efficient and quality
health data management system.
. Qualifications
& key competencies:
- Degree in Medicine/Public Health/Community Health/ Development Studies.
- Good skills and experience of not less than three years in health project management.
- Committed to CARE vision and core values and willing to promote them among his/her staff.
- Good English command with excellent report writing and communication skills.
- Excellent organizational skills and experience with budgets and tracking of project resources.
- Good leadership qualities and ability to interact effectively with donors, counterparts and organizations.
- Experienced problem solver and decision maker.
- Experience in peace building, civil society strengthening, working through partnership, knowledge about rights based programming, working with IDPs and in hardship areas is preffered.
