Gender Advisor, Ethiopia
ASI is seeking a Gender Advisor for a DFID funded Private Enterprise Programme in Addis Ababa, Ethiopia. This programme aims to support private sector development by: (1) improving firms’ access to finance (the “access to finance” pillar) and (2) addressing market and government failures in identified priority sectors – horticulture, leather/livestock and textiles. The Gender Advisor will be responsible for tailoring and integrating both access to finance and priority sector interventions to meet the needs of women.
This position is contingent upon ASI being awarded a contract.
Responsibilities:
• Collaborate with programme management and personnel to integrate gender throughout the programme.
• Oversee and coordinate all work related to gender activities including: 1) routine monitoring of program activities, 2) gender analysis, and 3) special studies or reports as needed.
• Lead development of a programme gender strategy and integration plan.
• Assess gender dynamics in the selected clusters and value chains (related to horticulture, leather/livestock, and textiles) in coordination with Priority Sector Component Lead and priority sector specialists, addressing barriers to improving participation of men and women.
• Assess labour policies and identify constraints impacting workforce development and employment.
• Assist in the development of operational manuals to ensure gender equity and sensitivity in manual content and presentation.
• Participate in gender-related meetings with DFID representatives, government officials, and implementing partners.
• Collaborate with local women’s groups, gender-focused organizations and other groups implementing similar gender-related activities in similar areas.
• Collaborate with technical staff to implement activities that strengthen women’s access to financing and reduce the gender gaps between size and value of financing of women-owned businesses compared to men-owned businesses.
• Develop strategies, activities, and messages for communicating the business case for investing in women borrowers.
• Assist in the development of training manuals and curricula to ensure there is gender equity and sensitivity in the training content and presentation.
• Ensure gender impacts and resource utilization are tracked, monitored, analysed and reported via the M&E system.
• Propose indicators and data collection methods for tracking changes in women’s empowerment, gender dynamics, and gender inequality gaps
• Conduct focus groups and interviews with program participants as necessary in collaboration with the M&E system to gather information on the program’s effect on gender status and dynamics.
Qualifications:
• Master’s degree or higher in Social Sciences or a related field.
• Minimum of 7 years’ experience in planning, implementing and assessing workforce, micro and small enterprise development and access to financial services with a gender perspective.
• Prior experience successfully working in societies with low gender and development indicators.
• Extensive work experience in the SSA region, ideally in Ethiopia.
• Strong writing and oral presentation skills.
• Amharic and fluency in spoken and good written English is mandatory.
