The Senior Water Supply and Sanitation Specialist will report to the ECA Urban/Water/DRM Sector Manager and will have the following responsibilities:
• Serve as the Vienna- based focal person for the Danube Region Water Supply and Wastewater Sector Capacity Building Program, working closely with the Washington-based Task Team Leader (TTL) to lead implementation of activities under Component 1.
• Support maintaining institutional relations and coordination with the initial donor, the Austrian Federal Ministry of Finance, IAWD, and partners in the target countries.
• Support the development of policy and regulatory instruments in the target countries, including carrying out policy and regulatory assessments.
• Provide country-specific detailed analysis on the current status of sector performance and operational efficiency in water and sanitation utilities. The Senior Sector Specialist will provide efficiency improvement advisory support and assessments, including energy audits. He/she will introduce best practices for utility management, addressing specific performance goals, including but not limited to: (a) improving technical operations performance; (b) improving financial sustainability; (c) improving commercial operations and customer relations.
• Lead implementation of utility benchmarking and collection of baseline data for monitoring and evaluation.
• Coordinate and provide analytical inputs to support to capacity building activities implemented under the Recipient-executed Program Component 2.
• Follow-up and inform sector activities undertaken in the region by other partners and potential donors.
• Collaborate with other regional Programs, including in particular the Austria-World Bank Urban Partnership Program.
• Furthermore, the Senior Sector Specialist would be expected to provide support to ongoing Bank operations in the ECA region (ECSS6 portfolio).
The Senior Specialist should have demonstrated expertise in institutional, technical and economic issues relevant to the water supply and sanitation sector, and extensive experience in working with utilities to improve their technical, operational, financial and commercial performance. The qualifications required include:
• An advanced degree (PhD or Masters) in a discipline relevant to water and sanitation sector reform and/ or utility management, such as Engineering and/or Economics, with at least ten years professional experience, preferably specific experience carrying out institutional and/or management support tasks in the utility sector.
• Strong regulatory, institutional and economic background.
• Proven track-record and ability to lead and deliver analytical work.
• Ability to conduct independent policy discussions with senior sector specialists and policy makers, including from national and local level authorities and utilities.
• Solid experience in Bank operations.
• Experience with regional activities and/or capacity building programs is an advantage.
• Strong communication and writing skills.
• Strong client orientation and entrepreneurship.
• Excellent command of English. Ability to communicate in one or more languages of the regional languages would be desirable.
• Familiarity with the region, in particular the Program target countries in the Danube region would be desirable.

Water Financial Analysis - Solid knowledge of a wide range of water financing alternatives; can propose solutions to most financing needs.
Water Supply and Sanitation Infrastructure and Technologies - Deep experience in at least one subtopic; develops novel approaches to mitigate risk or overcome difficult challenges.
