UNDP Head of Sub-Office, Garowe Somalia

I. Position Information

Job Title: Head of Sub Office, Garowe Duty Station: Garowe, Somalia Reports to: Country Director Reports: Resident Representative Current Grade: P5

II. Organizational Context

UNDP Somalia’s Programme is composed of two main Programme portfolios; Governance and the Rule of Law and Security (GROL), and Poverty Reduction and Environmental Protection (PREP). Although the UNDP Somalia main office is based in Nairobi due to security constraints in Mogadishu, a large number of staff , including international staff, are based in country, mainly in Mogadishu, Hargeisa and Garowe.

In order to respond more swiftly to the changing environment, it was decided to strengthen UNDP’s sub offices programmatically and operationally but also in terms of representation with more delegated authority and decision making authority. The head of the sub office serves as the main representative of UNDP in the respective area,

UNDP is currently recruiting the Head of the office in Garowe, the capital of Puntland State of Somalia. This office has a portfolio of approximately USD 10 million in Puntland which is expected to increase over the next years. The Head of Sub Office will manage an office of more than 50 staff and oversee Programme, Operations and Project activities. In order to spell out the roles and responsibilities of the main office, based in Nairobi, and the sub offices, at the sub office guide specifies the various business processes and roles.

The incumbent will work closely with internal and external counterparts, including at highest levels of Government (President, Ministers), national institutions, civil society, private sector etc.

The Head of Sub Office (HOSO) is the representative of UNDP in the geographic zone, in charge of liaison with counterparts, support to inter-agency coordination in the sub-area, and functions and operations of the Sub-Office. HOSO is responsible for overall programme coordination at the SO level, supervises project management on the basis of Quarterly Work Plans approved by the Project Board, and ensures coordination across projects in the sub-area. She/he is under the overall and direct supervision of the Country Director (primary supervision line), in matrix management with the Deputy Country Director for Programmes (DCD-P), for programmatic and strategic portfolio management responsibilities (secondary supervision line), and in close collaboration with Programme Managers. The position is advertised for 11 month as a Temporary Appointment/SLOWP replacement

III. Functions / Key Results Expected

I. Office Management

• Ensures the smooth running of the sub-office, including good management and supervision of staff, • Is responsible and accountable for the appropriate use and management of resources attributed to the Office and to the portfolio of the geographic area. • Promotes team work, collaboration and synergies within his office, among the project teams and with the Programme units at the Country Office level • Supervises the Monitoring and Evaluation Officer and the Operations Manager directly who can serve as deputy to the Head of Sub Office as well as the project staff – for day-to-day operations - in the office • Ensures timely and regular reporting.

II. Representation and Coordination

• Represents UNDP in the geographic area, and in various fora as requested by the Country Director. • In collaboration with the Office of the Resident/Humanitarian Coordinator, provides strong coordination support to UN Agencies, Non-Governmental Organizations (NGOs) and national authorities through the establishment of a wider consultation process and appropriate fora to enhance coordination between humanitarian and transition-to-development partners, thus strengthening the links between relief, early recovery and development activities. • Ensures proper coordination and inputs to Interagency initiatives • Maintains collaboration and coordination with the other Heads of office to ensure programmatic integration, sharing of lessons and best practices, economies of scales, etc. • Maintains regular contact with projects and Programme counterparts in his/her geographic area. • Advocates for adherence to UNDP recovery and development principles with a view to enhance community recovery, reintegration of uprooted communities, good governance and human security. • Provides support to overall resource mobilization efforts of the Country Office in close collaboration with Programme at the CO level.

III. Programme Development, Strategic Analysis, Planning and Advice

• Responsible for the collaborative yearly planning process for the UNDP Programme together with counterparts • Advises, in close collaboration with the Country Director, Deputy Country Director Programme and the relevant Heads of Programme sections at the main office level, for the identification of new programmatic activities and strategic direction of the sub-office programmatic activities from Programme design through implementation. • Advises the Country Director and Deputy Country Director Programme, national counterparts and other aid partners on policies and strategies to adequately respond to transitional recovery and development challenges and needs. • Ensures identification and promotion of joint programming and planning opportunities. • Based on monitoring and evaluation of the recovery and development situation, provides programmatic responses to the deficits in these areas. • Promotes identification and synthesis of best practices and lessons learned for organizational sharing and learning. • Supervises the day-to-day project management, in reference to annual/quarterly work plans approved by the Project Board and Project Executive function, and ensure coordination among projects in the sub area

IV. Operational Management

• Is responsible for smooth processing of financial management issues through Atlas, including direct payments, purchase orders and requisitions • Provides leadership in overseeing of effective provision of services to counterparts including fair and transparent procurement, efficient logistics and sound financial management as well as the consistent application of UNDP rules and regulations • Ensures the integrity of financial system and directly oversees the administrative, financial and budgetary aspects of Programme delivery in its geographical area and advises the Deputy Country Director – Operations accordingly. • Works closely with UNDSS to ensure the security of UNDP Staff and premises, in particular supports the implementation of UNDP MOSS compliance. • Ensures cost-recovery system for the services provided by the Sub office to projects or other agencies in close collaboration with the DCD-O; • Is responsible for approval of payments up to an agreed upon level

V. Programme Oversight and Implementation

• Ensures proper implementation of programmes based on continuous monitoring and analysis of (a) the most critical recovery and development needs, response capacities, access situation, operational environment and applicable security issues and (b) implementation progress of the programmes in his geographic area • Under general supervision of, and in close collaboration with the DCD-P, leads the UNDP Programme and ensure attainment of expected results in his/her geographic area of responsibility • Supports the implementation of the recovery and development aspects of the UN Transition Plan within the area of assignment and responsibility • In coordination with the Monitoring and Evaluation officer, ensures effective application of RBM tools, monitors sub-office and project unit work plans, Programme effectiveness and achievement of results • Supports capacity-building of national counterparts • Performs any other related task assigned by the supervisors

VI. Impact of Results

The results of the work of the Head of Sub-office greatly impacts on the standing and reputation of the UNDP in Somalia. When requested by the CD/DCD, the Head of Sub-office represents UNDP in international and national forums, liaises with external clients and a broad range of constituencies and UNDP counterparts in the Government, local and international media, civil society as well as counterparts from other international organizations. Within delegated authority, the Head of Garowe office acts as the day-to-day manager of UNDP’s Programme and ensures a coherent dialogue between all parties involved, timely and effective delivery of the UNDP Programme and a proactive response of UNDP to changes in the North west of Somalia region context

Resource Mobilization (Field Duty Stations)

 Contributes to the development of resource mobilization strategies at CO level  Actively develops partnerships with potential donors and government counterparts in all sectors at country level  Strengthens the capacity of the country office to mobilize resources

 Possesses expert knowledge of advanced concepts in primary discipline, a broad knowledge of related disciplines, as well as an in-depth knowledge of relevant organizational policies and procedures  For managers: applies a broad knowledge of best management practices; defines objectives and work flows, positions reporting relationships in such a way as to obtain optimum effectiveness for the unit/branch  Keeps abreast of new developments in area of professional discipline and job knowledge and seeks to develop him/herself personally  Demonstrates comprehensive knowledge of information technology and applies it in work assignments  Demonstrates expert knowledge of the current programme guidelines and project management tools and manages the use of these regularly in work assignments

V. Recruitment Qualifications

Education: • Masters Degree preferably in Political or Social Science, International Studies, Public Administration, Economics; or the equivalent combination of education and experience in a related area

Experience: • Minimum of 10 years of progressively responsible professional experience in recovery and development affairs, crisis response and prevention, recovery and development, or other related area • Experience in crisis or post conflict countries • Senior-level management responsibilities of similar size and complexity, including operational management responsibilities • Previous experience with UNDP preferred and good knowledge of UNDP rules and procedures is desirable • Strong diplomatic skills in handling counterpart relations

Language requirements: • Strong written and spoken English skills.
