DEPARTMENT/COUNTRY PROGRAM DESCRIPTION/MISSION
The overall objective of the ARC South Sudan program is to facilitate the successful repatriation and reintegration of Sudanese refugees and IDPs to their original homes in South Sudan. Operational in South Sudan since 1994, ARC implements a multi-sectoral program that includes water and sanitation, primary and reproductive health care, HIV/AIDS and gender based violence prevention and response, and activities geared towards creating economic opportunities for returning populations. ARC has program activities in Central and Eastern Equatorial, Northern and Western Bahr el Ghazal and Upper Nile States.
In Maban County, in Upper Nile State, is planning to launch a program entitled “Psychosocial support and protected havens for refugees in Maban County.” ARC will assist recently arrived refugees at the four refugee camp locations by reducing the trauma from conflict and displacement and providing a protected haven within the camps. ARC will work with the community to establish eight safe community spaces (two at each camp) for women and other vulnerable members of the community needing psychosocial support and improved access to information.
This project has three objectives:
To establish eight safe community spaces for women and other vulnerable refugees (2 per camp).
To provide survivor-centric and life-saving psychosocial support to individual and families.
To improve community-based mechanisms for protection and preventing violence.
PRIMARY PURPOSE OF POSITION
Under the supervision of the Country Director, the Senior Emergency Protection Coordinator will assume direct responsibility for the technical support, guidance and coordination of ARC’s Psychosocial support and protected havens for refugees in Maban County program in Upper Nile, South Sudan.
The Senior Emergency Protection Coordinator is responsible for providing technical support to all aspects of this, including the supervision of psychosocial counseling, the creation of safe spaces and outreach to refugees and the host community.
MAJOR AREAS OF ACCOUNTABILITY PRIMARY DUTIES/RESPONSIBILITIES
Technical Support to the Maban Program 75% • Provide technical direction to the start up and launch of a new program in Maban County, Upper Nile State, including coordination with logistics and administrative staff • Provide ongoing oversight, leadership, training, and guidance to the psychosocial counselors, behavior change communication officers and other staff to ensure programming meets high quality and best practice standards and prioritizes the safety and security of beneficiaries and staff. • Ensure timely and high quality implementation of the work plan, in coordination with Field Coordinator and field teams. • Write narrative donor reports and promote a positive profile of the program in interactions with donors. • Provide technical support to ARC’s Senior Management Team to ensure quality, sustainable program development for sustaining and possibly expanding ARC’s presence in Maban.
Coordination & Advocacy 15% • Strengthen coordination among other emergency actors on the ground, led by UNHCR, ensuring that there is a comprehensive understanding of the psychosocial needs of refugees, including women and other vulnerable people. • Build outreach to the Republic of South Sudan’s local authorities, including police and the military to ensure the prioritization of psychosocial support to refugees in national policies, laws and guidelines. • Represent ARC’s Maban program at relevant state and national coordination and cluster meetings. • Coordinate with Juba and HQ technical teams on all relevant program issues.
Support to Grants and Human Resource Management / Protection sector 10% • Support Maban Program teams to utilize financial planning tools such as spending plans, procurement plans, work plans based on activities and budgets. • Participate in the recruitment and mentorship of Maban Program Officers and other staff. • Provide leadership and support to ensure staff well-being, i.e., monitor and manage stress management by providing regular opportunities for staff debriefing to address secondary trauma, etc. • Provide objective feedback to staff performance evaluations as per staff job descriptions regarding performance, expectations and areas for growth and professional development.
EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED
• Masters Degree in Social Work, International Human Rights, Law or other related field. • Minimum 5 years international experience implementing protection programs in emergency and post conflict environments, including psychosocial and trauma counseling. • Strong knowledge of protection best practice tools. • Strong grant and staff management in post conflict/transitional settings. • Experience in participatory methods for community education and mobilization. • Excellent facilitation, training and research skills. • Diplomacy and assertiveness; the ability to confront and discuss sensitive issues with respect. • Good communication skills, with good spoken and written English. • Excellent report writing, research documentation and presentation skills. • Demonstrated experience of monitoring and evaluating projects.

• Ability to live and productively work in insecure, unstable and/or harsh environments (basic accommodations / tent.) • Must be able to work independently while being a strong team player with proven supervisory skills. • Additional qualities: ability to multitask, ability to handle pressure well, ability to improvise, flexibility, cultural and environmental sensitivity. • Familiar with the issues and cultures in South Sudan; and ability to interact with people at all levels, individually and/or in groups. • Willingness to live in basic accommodations / tent for 6-month duration.
