Senior Country Officer – Bilingual , GAVI Alliance

Post title: Senior Country Officer – Bilingual FR / SP & EN Duty station: Geneva Purpose of the post: The Senior Country Officer (SCO) is responsible for ensuring the effective management of GAVI funded programs across a portfolio of GAVI eligible countries.

The Country Support team works in units usually focused around a geographical region. The teams require a mix of skills including technical expertise in immunisation programmes, supply chain and logistics, health systems, aid effectiveness and policy dialogue, financial management and accountability, and performance assessment. The Senior Country Officer will be responsible for the stewardship of GAVI resources in partner countries. The SCO will develop deep knowledge of immunisation and development issues and be proactive in identifying and resolving problems through close monitoring of GAVI funded programmes and effective communication, facilitation and coordination with Governments and across the members of the GAVI Alliance in country. The position requires a high level of representation, liaison and negotiation skills.

Key results expected: • Increased immunisation coverage in GAVI eligible countries through effective stewardship of all GAVI support to countries in a geographic portfolio. • Strong relationships with key counterparts in Government, across members of the GAVI Alliance and other development partners. • Real time information on status of integrated GAVI support to countries is available on a regular basis across key focus areas including: immunisation coverage and equity; financial management and accountability; health system constraints to immunisation; vaccine management, cold chain capacity and waste management. • Government, GAVI Alliance and other development partners understand GAVI policy and programme decisions. • High quality timely analysis and policy advice on immunisation delivery issues and programme management in countries. • Early identification and reporting of any weaknesses or gaps in the management of GAVI funded actitvities and programmes, including weak programme management, poor risk identification and mitigation, or inadequate monitoring and evaluation

Main duties/ Responsibilities: Independently manage a complex portfolio in a number of GAVI eligible countries including:

• Work with internal and external partners to ensure effective implementation of all GAVI vaccine and cash-based support in a geographic portfolio, including monitoring whether proactive assessment and management of programmatic and financial risk are in place; • High level representation, liaison and negotiation; • Analyse and follow-up country requests for all GAVI vaccine and cash-based support programmes. This includes the preparation for the deliberations of the independent review committee (IRC) for new proposals and for monitoring; • Undertake country visits to explain GAVI policies to Government and development partners, develop knowledge of immunisation issues, monitor implementation management and progress; identify at the earlienst possible stage any issues in this respect, and facilitate joint approaches to resolving constraints to effective implementation. • Proactive communication with countries and partners through ongoing communications channels, meetings and country visits to facilitate sharing of information on GAVI/country interaction; • Analyse and interpret data and information of GAVI country support - prepare programme progress and annual reports, financial forecast and budget reviews, and country fact sheets; • Ensure regular feedback from country experience contributes to policy and programme development; • Represent the Secretariat in technical and regional meetings as required; • Contribute to overall GAVI policy development work as required.

Note: The essential functions listed in this section are not limited only to the tasks listed and may include other duties as assigned.

Academic: Advanced university degree in Public Health, Social Sciences, Health Economics or related fields.

Work Experience: • Minimum 8 years professional experience at national and international levels in health and development programmes in a variety of settings; • Experience in immunisation programmes and health systems; • Experience in bilateral and multilateral environments; • Strong experience in working in / with developing countries; • Demonstrable work experience of successful management of situations of considerable complexity and/or political sensitivity; • Experience of representational duties at international fora and conferences.

Skills/Competencies: • Current knowledge of immunisation and health development issues, strategies and policies, and procedures in international development cooperation; • Excellent written and oral communication skills; • Proven ability to conceptualize, innovate, plan and execute ideas, as well as to impart knowledge and skills; • Strong analytical, negotiation, communication and advocacy skills; • Ability to work effectively in a team setting and under pressure; • Excellent organization skills and high sense of responsibility, efficiency, reliable and a focus on results; • Tact and discretion. • Good knowledge of institutional or organisational policies, systems and procedures; • Ability to work in a multi-cultural environment and with multiple partners; • Ability to work successfully in an international environment and with extensive travel.

Languages: • Written and spoken Fluency in English required; • Fluency in French or in Spanish mandatory; • Russian an asset.
