RwandAir, established in 2002 is the National Carrier for the Republic of Rwanda. Considering that Rwanda is a land locked country, RwandAir was created as a means of connecting the country to the outside world to facilitate and promote investment and tourism. Indeed RwandAir mission statement is “to provide unsurpassed, safe and reliable services in air transportation, including strategically linking Rwanda with the outside world, while ensuring a fair return on investment.” The majority share holding of the company is the Government of Rwanda.
From inception, the airline operated wet leased aircrafts from other airlines. However, in the more recent past, the shareholders of RwandAir decided to make RwandAir a robust airline with its own aircrafts. Indeed in December 2009, the Government purchased two used CRJ-200. In the same month, RwandAir signed a contract with The Boeing Company for the purchase of two new B737-800NGs which were delivered in August and October 2011 respectively. In June and August 2010; RwandAir took delivery of two B737-500 on a dry lease basis from GECAS. In addition to this fleet, RwandAir is currently operating a Dash 8-100 wet lease. The airline is currently in discussions to further increase its fleet and expand its routes in Africa and beyond.
In line with these recent developments and expansion, RwandAir is interested in hiring hands-on industry experts to fill leadership positions at Rwandair in order to support management at all levels in realizing its Vision and Mission and ensure smooth on job training of in-house staff and seamless capacity building for a period of one year renewable. The successful candidates will for the period, under the direct supervision of the CEOand Deputy CEO, ensure a well and professionally run airline that will ensure safe and reliable services while ensuring a fair return on investment. RwandAir recognizes the importance of the Capacity building in running an airline and in achieving this goal. The ability to provide off site technical support and expertise is key for the successful implementation of this project.
Engineering and Planning Manager
Reports to: Director Maintenance and Engineering
JOB PURPOSE
Responsible forthe organization and proper functioning of an economical planning system for aircraftmaintenance, overhaul and embodiment of modifications agreeable to aircraft operation andthe established standards; monitoring of engineeringexpenses, control of budget and cost including relevant statistics. He co-ordinates with the Maintenance Manager to ensure that all aircraft maintenance and engineering activities are carried-out to the standard and in accordance with terms of approval granted by theRwanda Civil Aviation Authority. He is accountable for the day today organization and productive efficiency of:
- Maintenance Production planning
- Engineering Development
- Technical Projects
- Maintenance and Engineering Contracts
KEY RESPONSIBILITIES
- Follow up on aircraft modifications, standards, methods and practices and control of all Maintenance and Engineering information and maintenance schedules.
- Responsible for the preparation of scheduled and unscheduled maintenance, modifications, engineering orders and approved repair schemes as requested by the contracted AMOs.
- Responsible for the management of reliability, maintenance and engineering standards, service bulletins, airworthiness directives, and communication to the Original Equipment Manufacturer (OEMs).
- Responsible for ensuring all the necessary Maintenance and Engineering documents, aircraft manuals, service bulletins, airworthiness directives etc are available. In addition, he is also responsible for the management and changes of the dispatch deviation manual, maintenance work and schedules.
- Control and update maintenance reports and maintenance records.
- Responsible for the maintenance and engineering records.
- Responsible for Technical library by ensuring that the new subscriptions from the manufacturers/Authorised publications are still valid.
- Amendment of the maintenance schedule and issue of engineering orders as appropriate for implementation.
- Tracking and monitoring of all defects including recurring defects, chronic unserviceable items and provide maintenance and engineering assistance to maintenance section in rectifying the defects.
- Technical investigation of delays/incidents and recommending preventive action.
- Investigation of defects on aircraft systems, engines and components which are outside the scope of normal maintenance procedures and which require specialist information and corrective action.
- Publication of Technical Notices to provide guidance to maintenance personnel on specific technical matters.
- The establishment and operation of Reliability Control Program:
- Analysis of data on aircraft/engine performance and component removals.
- Maintenance of all data records.
- Preparation and publication of Fleet Performance and Engineering Reliability Report.
- Report trends and alerts to Reliability Control Committee and recommend remedial action.
- Analysis of recurring defects and report to Manager, Quality Assurance and other sections concerned for appropriate action.
- Recommend life development of aircraft, engines and components and amendments to Maintenance Schedules.
- Co-ordination of Reliability Control Committee meetings and the follow up on action recommended by the Committee.
- Technical evaluation and categorization of manufacturers’ Service Bulletins, and Modifications.
- Compile Aircraft Maintenance Schedules and amendments to Maintenance Schedule and obtain approval from RCAA
- Recommend local modifications and repair schemes as and when required and obtain approval from RCAA.
- Development of maintenance / overhaul procedures and worksheets.
- Compile test flight schedules including amendments in consultation with Flight Operations and obtain approval/acceptance from RCAA.
- Weighing of all aircraft, compile and issue Weight and Center of Gravity Schedule (C of G)of all APS (Aircraft Prepared to Service) conditions.
- Liaison with Operations Department and Manager, Quality Assurance on technical matters including development of Minimum Equipment List.
- Design minor tools, jigs and equipment.
- Liaison with other airlines, vendors and manufacturers of aircraft, engines and components on service problems and other technical matters.
- Liaison with AMOs to ensure spare parts and materials procured are not superseded by any publications.
Required Qualifications and Skills
- Graduate Engineer in Mechanical or Electrical or Electronics coupled with five years experience in either maintenance planning and/or engineering development plus aviation basic and type courses or five years Airline Maintenance experience in Technical Services.
- Thorough understanding of Airworthiness Legislation and its application to Engineering Development and Planning.
- Good interpersonal relations and communication skills
