GOAL has been working in Sudan since 1985 and first began implementing its integrated Primary Health Care (PHC) intervention in Twic County, South Sudan in 1998 where it now supports 11 facilities. GOAL began work in Abyei in 2003, and now supports five facilities from its base in Agok (37km south of Abyei town), and expanded programmes along the Sobat Corridor in Upper Nile State in 2007, where it now supports eight facilities. GOAL’s holistic approach to addressing the poor health status of these populations includes the provision of curative care, reproductive health (RH), nutrition and Water, Sanitation and Hygiene (WASH) services, with complementary livelihoods programming to tackle the root causes of poverty. In addition, in recent years GOAL has placed a particular focus on preventative medicine including community health promotion and behaviour change. In November 2011 GOAL South Sudan established a base in Maban, operating emergency response activities (WASH and health) for refugees.
The overall objective of the post is to provide support to GOAL’s South Sudan programme both at head office and field level. The Programme Support Officer (PSO) reports to the Assistant Country Director - Programmes (ACD-P) and works closely with the relevant technical coordinators on proposal development and donor reporting. The post will involve regular travel to field sites (approximately 50%).

Donor Proposals and Reports • Coordinate the development of quality donor proposals, facilitating input from the programme coordinators, field teams, finance, HR, logistics and other relevant departments; • Coordinate the development and timely submission of donor reports, programme reports to Dublin and other reports or updates as needed. • Provide information to the programmes and other support departments on the proposals and reports.
Programme Support • In collaboration with the ACD-programmes and Monitoring, Evaluation and Learning Coordinator (MEL Co), support the mainstreaming of HIV, gender and other areas in all programme activities; • Conduct programmes inductions for new members of staff when requested; • Support the ACD-programmes in strategy and programme development; • Support the ACD-programmes and MEL Co in developing and implementing M&E systems.
Information Management • Maintain and update proposal and reporting calendar ensuring all concerned are aware of the reporting schedule and their specific roles; • Maintain and update the programme information database (indicators, programme staff movements, workplans, internal reports, PMPs, project overviews, photos etc); • Support programme coordinators, the MEL Co and other staff in the documentation of learning; • Coordinate the development/update of programme overviews/presentations, Success Stories, etc.
Representation and Networking • As agreed with the ACD-programmes, represent GOAL SS as appropriate ;
Requirements:
• Degree or post-graduate qualification ideally with a specialisation in development, humanitarian aid, international law, social sciences or another relevant field;
• Excellent analytical and writing skills in English; knowledge of local language(s) is desirable.
• Familiarity and ideally one year’s experience with proposal writing, logical framework development and donor reporting (ECHO, DFID, UNHCR, OFDA etc); • IT skills, especially in Word and Excel with ability to analyse data and interpret statistical information • Ability to work under pressure, and prioritise workload according to the changing needs of the programme • Experience of relief and/or development programmes an advantage; • Good interpersonal skills and commitment to capacity building • Enthusiastic, flexible and with the ability to work long hours in sometimes remote and/or insecure contexts to meet the needs of the programme • Understanding of mainstreaming principles, including gender, HIV, Disaster Risk Reduction and conflict sensitivity • Experience/knowledge of South Sudan desirable;
