Position Description:
Led by EngenderHealth, the CHAMPION Project (Channeling Men's Positive Involvement in a National HIVIAIDS Response) seeks to increase positive male involvement in HIVIAIDS and reproductive health. The project is funded by the US President's Emergency C Fund for AIDS Relief (PEPFAR) through the US Agency for International Development (USAID) and is implemented in 12 regions of Tanzania, with the main office located in Dar es Salaam. CHAMPION invites applications from suitably qualified candidates to fill in the Program Officer- Policy and Advocacy post based in Dar es Salaam, Tanzania. This position is open to Tanzania national candidates only.
Scope of position:
The Program Officer Policy and Advocacy will report to the Senior Technical Advisor Gender, Policy and Advocacy. The incumbent will work to support the projects policy, advocacy, lobbying and networking objectives.
Specific responsibilities:
Policy
Liaise with government agencies, such as TACAIDS, the Ministry of Health and Social Welfare and the Ministry of Community Development, Gender and Children and civil society to identify and execute technical assistance needs related to gender and HIV
Monitor relevant policy changes, statistics and data to inform advocacy efforts.
Develop/adapt and disseminate policy briefs, PowerPoint presentations and other advocacy communications tools presenting CHAMPION's findings and activity results.
Assist national and local partners to identify policy problems/gaps, priority areas, and key supporters for policy implementation or change related to male involvement and HIV.
Lobbying and Advocacy
Organize and participate in national and local gender campaigns as appropriate.
Provide needed technical assistance to organizations/institutions, including CHAMPION's local NGO partners, to improve their capacity in policy and advocacy.
Oversee workplan of CHAMPION's local NGO partners on policy and advocacy to ensure its successful completion.
Organize and facilitate trainings, conferences and workshops for CHAMPION and its partners, in lobbying and advocacy, on gender and male involvement in HIV prevention and response.
Synthesize data and write reports to disseminate lessons learned and best practices with CHAMPION Project experiences in
Promoting gender equality and health of the families
Qualifications
Bachelor's degree in a social science or health-related
An advanced degree in public health is preferred.
Requires 3-5 years experience in policy and/or programmatic aspects related to HIVIAIDS & reproductive health, the prevention of gender based violence and community mobilisation.
Knowledge, Skills and Abilities
Professional, proactive and persistent
Excellent knowledge of issues related to, the promotion of gender equality, HIV prevention and reproductive health • Ability to think strategically to achieve long-term results and impact
Excellent skills in meeting facilitation and coordination of networks
Proficiency in:
Word, Excel, PowerPoint and familiarity with databases are desirable
Excellent interpersonal and communication skills, including written and verbal communication
Proficiency in English and Kiswahili language is required.
Ability to develop concise, targeted advocacy messages in the form of policy briefs, presentations, and media • campaigns
Training skills, including workshop facilitation, is desirable
Experience working with and knowledge of government structures and civil society at the national and district levels; particularly those concerned with HIVIAIDS and sexual and reproductive health
Capacity to work with minimal supervision
Ability to coordinate prioritizes, organize workload and meet deadlines.
