Position Title: Health Services Delivery Program Manager

Overall Purpose of the Job:
To manage health service delivery components of the Foundation’s programs through program design, implementation and appraisal and ensure program and organizational credibility. Among other roles shall be having overall responsibility for managing the Mkapa Fellows Programme and other BMAF service delivery initiatives.
Main Responsibilities:
1. Program design, Implementation, Monitoring and Appraisal
• Take part in conducting situational analysis on health service delivery projects to inform projects’ designs.
• Take a lead role in the development of the health service delivery concepts and proposals in alignment to organizational development frameworks and plans,
• In collaboration with the BMAF technical team lead in the development and implementation of the relevant health service delivery project, as per established operational and monitoring plans and frameworks
• In collaboration with M&E Unit, monitor, review and re-program the service delivery projects to ensure process improvement, quality and performance excellence to the agreed targets and its relevance in addressing organizational and national priorities.
• Document respective projects lessons learnt, best practices and in collaboration with Advocacy and communication unit take part in its dissemination to key stakeholders.
• In alignment to the BMAF’s development strategy, develop and implement health service delivery business development strategy, targeting opportunities funded by Donors, private institutions and other stakeholders,
2. Management Functions
Review, establish and manage operational systems and procedures of the health service delivery section to guarantee performance excellence.
Cascade strategic and operational priorities of the section to the team members, and lead supervisee in development of the annual targets, review and monitor their performance.
3. Managing organizational networking and relationships
• Develop, update and manage respective partners’ and donors portfolio and ensure they are regularly updated on technical progress and organizational service delivery activities to ensure credibility.
• Actively participate into established national partners technical meeting and forums.
• Identify issues evolving from the relationship with the donor and present analysis and recommendations to the Director of Programs, for guidance and action .
Identify opportunities for organizational growth in health service delivery functions and facilitate their utilization.
Position requirements:
• At least 5 years experience in managing HIV/AIDS, Maternal health and related health services delivery projects.
• Evidence based understanding of related operational policies, guidelines, systems and processes at both central and local government context in Tanzania.
• Demonstrated experience working with Donors -funded projects
• Strong values-based leadership skills, with the ability to effectively work with teams
• Strong command in both verbal, written, and interpersonal communication,
• Ability to handle multiple tasks simultaneously,
• Highest levels of personal and professional integrity.
Position Title: Head - Resource Mobilization
Reports to: Chief Executive Officer
Department: Resource Mobilisation Unit
Duty Station: Head office, Dar Es Salaam
Overall Purpose of the Job:
To plan and implement resource mobilization strategies to ensure financial and operational sustainability of BMAF programs, coordinate internal and external communication with all stakeholders, and spearhead business development.
Main Responsibilities:
1) Plan and Budget
• Carry out mapping exercise to identify potential sources of fund, prospective benefactors and specific requirements
• Analyze the findings and develop a concept note for SMT approval
• Spearhead Development of a Resource Mobilization strategy in line with the Foundations’ strategic plan
• Assess communication needs, challenges and new & existing opportunities for BMAF and how to exploit such opportunities
• Support development of internal and external communication strategy
• Prepare plan and budget for the unit and submit to SMT for approval
2) Resource mobilization and Communication
• Ensure that the proposal targets are engendered and SMART, and that the proposed activities are in line with BMAF, MOHSW and key national and International priorities.
• Maintain reports needed for grants applications such as needs assessment, foundation capacity, and statistical data reports.
• Spearhead implementation of the newly developed BMAF Resource Mobilization and sustainability strategy
• Responding to Request for Proposals (RFPs)
• Oversee the implementation of the internal and external communication strategy
3) Networking and linkages
Networking with resource organization and familiarity with donor requirements
Liaising with Government, Development Partners and other stakeholders on areas of potential collaborations and
partnership
Explore and solicit philanthropic opportunities;
Expand BMAF’s involvement with private independent institutions, corporate foundations, and for-profit companies
4) Business Development
• Carry out rapid needs assessment on key BMAF strategic areas and establish gaps that will require intervention from BMAF
• Develop new program concept note in collaboration with BMAF Programme Director and Managers
• Present the program concept notes to SMT and Partners for review and feedback
• Develop full blown new program proposals, including implementation strategy, budget and potential funding sources
5) Monitoring and Reporting
• Develop a monitoring frameworks and monitor and evaluate implementation of the BMAF Resource Mobilization and Sustainability Strategy
• Monitor effectiveness of communication strategy (internal and external)
• Prepare periodic progress reports and share the lessons learnt
6) Sub-ordinate effectiveness:
• Supervise and Manage performance of the Public Relations and Communication Officer
• Promote team working across functions
Position Requirements:
• Masters degree in social sciences, public health, economic or Business administration/marketing
• 5-7 years working experience in related field
• Experience in writing reports and grants application
• Fluency in both written and spoken English and Swahili preferred
• Demonstrated ability to interact professionally with corporate and international communities
• Computer proficiency in word processing, various search engines and databases
• Excellent interpersonal skills and demonstrated ability to lead a team
