International Education Expert – Palestinian Territory

Workplace: Ramallah Duration of the contract: 17 months Probable starting date: as soon as possible Monthly salary package: between 5.329,05 euro and 7.551,83 euro (this includes the gross monthly salary and the expat benefits: hardship allowance and expat allowance). The salary is calculated, depending on the composition of the family and the number of years of relevant experience.
Project:
The Belgian bilateral Cooperation in Palestine has contributed to supporting and strengthening the education sector in Palestine. Currently, there are three interventions in the education sector: TVET, e-learning and schools-building. The latter is not within the scope of this assignment.
The general objective of the TVET project is that “sustainable economic diversification and increased income opportunities are generated through the provision of appropriate technical and vocational education and training”. The specific objective, on the other hand, focuses on enabling youth and adults to acquire and update their competencies through continuously adapted market-based TVET programmes in some selected priority fields. The main specific objective being to involve the institutions of the world of work through the chambers of commerce in the relevant governorates. The project should be completed by the end of 2013.
The general objective of the e-learning project is to raise the competencies of individual learners to become active members of the knowledge society. Its specific objective is to enhance the learning process of students acquiring 21st-century competencies by applying e-learning curricula, modules and practice, allowing the students to become autonomous and active learners. The project should be completed by the end 2014.
The results, indicators and other information for the two projects are summarised in their respective project documents. These documents also foresee the appointment of an international project advisor to assist in the implementation of the projects. The main tasks and responsibilities are described later in these TOR.
The recently signed Indicative Cooperation Programme between Palestine and Belgium (2012-2015), includes an increased contribution to the education sector through a portfolio of interventions that are aligned with the different components of the Education Development Strategic Plan (EDSP). This new support includes an ‘enhancing capacities for institution building’ programme, a new contribution for the school buildings, in addition to joining a “Joint Financing Agreement” (JFA) with a more sector wide approach. The implementation of the new interventions, except the school buildings, is expected to start by the end of this year.
Function:
The international project expert will be recruited under the TVET and e-learning projects, to contribute to the implementation of both projects. His/her assignment may be extended to cover other programmes/ financing arrangements of the Belgian-Palestinian cooperation (example: JFA), once such forms of contribution are further developed. The main tasks and responsibilities for the two projects will be: - Give strategic orientation to the on-going projects, with a clear results-oriented focus; - Co-manage the projects and ensure that the use of the project resources is maximised; - Report periodically, as prescribed in the projects documents; - Assure feasible activity planning (operational planning); - Reinforce the absorption capacity of the projects and optimize the performance and financial management of the projects; - Exchange and coordinate with other donors (in the field of TVET and e-learning), so as to assure donor harmonisation and better alignment with the ministries involved (MoEHE and MoL); - Participate and represent Belgium in relevant meetings and donor working group; - Advise MoEHE and MoL in sector policies and support the implementation of the TVET national strategy – and in particular the TVET Higher Council; - Ensure the ownership and sustainability of the projects results in the national policy and strategy and within the activities of major partners and stakeholders.
The candidate will be posted at the Ministry of Education and Higher Education.
Profile: • Master of Arts / Master of Science degree in social sciences, preferably in education sciences and/or economics, public administration; • At least 10 years of experience in dealing with the private sector and the creation of income-generating job opportunities and in a multicultural context; • At least 5 years of experience in schemes of partnerships between TVET institutions and the labour market, and in the transition from education to work; • Experience in managing similar international cooperation projects preferably in the Middle East (Palestinian Territories, Egypt, Syria, Jordan, Iraq…); • Experience in Monitoring and Evaluation methodologies, preferably also with EMIS; • Experience in coaching co-workers (5 to 20 persons); • Experience in preparing reports and other administrative and technical documents; • Excellent knowledge and experience in capacity building processes and institutional assessments; • Proficiency in English (speaking – writing – reading - listening), French and/or Dutch, knowledge of Arabic is a plus; • Excellent project management abilities; • Clear and concise writing skills; • Demonstrated interpersonal, coordination, negotiation and diplomatic skills.
