Sudan’s Institute for Human Rights, Good Governance and Development (SIRD) is a non-governmental, non- political, and not-for-profit organisation. SIRD was registered in May 2009 in Juba, South Sudan. It was started by South Sudanese academicians, activists and professionals in the Diaspora and in South Sudan.
Vision: We see and work toward the Sudan whose citizens are enlightened and empowered, and whose government is responsible, responsive and accountable.
Mission: To foster the culture of human rights and democracy in the Sudan by facilitating and contributing to efforts designed to realize the promotion and protection of human rights, rule of law and sustainable development.
Article 6 of the Constitution of SIRD provides for an International Advisory Board (The Board). The same article provides that:
The Advisory Board shall be the supreme decision making body and the ultimate source of authority in all matters pertaining to The Institute.
The Advisory Board shall be constituted of seven eminent Sudanese and four internationally renowned non Sudanese who have demonstrated sufficient interest in matters affecting the Sudan.
The Advisory Board shall ensure gender equity.
The Advisory Board shall issue guidelines on its future size, modalities of appointment and removal of its subsequent members based on expertise, experience and the stated objectives of The Institute.
The members of the Advisory Board shall hold office for three years and may be reappointed for one more term only.
Without prejudice to the generalities of the provisions of article six paragraph 1, the Advisory Board shall, in particular:
Be responsible for the overall direction and control of the activities of The Institute.
Make or cause to be made amendments to any provision of this Constitution.
Appoint members of the Management Board and the Chief Executive Officer of The Institute on such terms and upon such conditions as it may deem appropriate.
Consider and approve long term programmes, progress and financial reports, audit reports and annual budgets of The Institute.
Perform such other tasks or give such decisions that it may deem are crucial to the wellbeing of The Institute or that are necessary for the attainment of the objectives of The Institute.
The Advisory Board shall meet at least once a year on a date and in a place to be determined by the Management Board.
Fifty percent plus one shall constitute a quorum at any meeting of the Advisory Board, except in a meeting called to amend the Constitution or remove a member of the Advisory Board; the quorum for such meetings shall be 2/3 of the members of the Advisory Board.
The Advisory Board shall nominate among its members a chairperson. The Chief Executive Officer of the Management Board shall serve as a secretary to the Advisory Board.
SIRD is currently seeking eminent South Sudanese and non South Sudanese individuals to constitute its Board.
