Position Description:
Job Purpose:
To provide programmatic leadership in the design, national level implementation, monitoring and evaluation of related programs, leading to demonstrable outcomes and impact as Identified in the Country Program related to Healthy life (CP 3). Being a thought leader on health related issues, the National Health Advisor will be accountable for overall program quality assurance in the program operations, ensuring efficient support to the implementing Program Units and to program partners, programmatic innovation and growth, outcome monitoring and national level networking and advocacy in the context of Health.
Job Requirements:
Technical leadership, guidance and overall monitoring
Provide technical advice and develop guidance for Plan's field offices and projects to ensure consistent high quality programming
ensure that staff are familiar with relevant international, regional and national policies and guidelines related to the health sector and ensure that Plan's program are aligned accordingly
Oversee health CP outcome tracking and monitoring, as well as internal and external documentation of achievements and identify viable opportunities for reaching programmatic scale and impact
To ensure that all programs and activities under the Health Life CP adhere to all right-based approach to development principles and standards
Research, share and make use of best practices and national standards
Provide technical advice and guidance to the CMT on Health related strategies and policies
National networking, policy and advocacy
To lead participatory and evidence-based policy advocacy within the context of health sector
Ensure Plan's active engagement and contributions to relevant national policy and strategy initiatives by closely networking with state and non-state actors in relevant national working groups and forums
Establish a mechanism linking local lessons and experience to national advocacy work.
To maintain regular contact and contribute to the RESA Health Network
Fundraising and over the management of grants projects
Work closely with the grants team in liaison with relevant in country donors to explore funding opportunities and prepare project Proposals of high technical quality.
Oversee and backstop relevant Project Coordinators in managing grant related to CP 3 and act as key programmatic liaison person to donors and Plan National Offices (NOs)
Research, learning and knowledge management
Work closely with the Monitoring Evaluation and Research (MER) Unit in designing and carrying out high quality research, evaluations and documentation of best practice/lessons
Establish a clear mechanisms for sharing and disseminating relevant research and good sector practices to strengthen program quality and contribute to organizational learning
Coordinate capacity building of Field Office and partner staff in the area of health.
Design a systematic process of training and building the capacity of Plan staff and partners
Ensure that training is linked to standardized curriculum and resource material aligned with plans priorities in the health sector.
Facilitate exchange and learning between PUS and health projects

Skills specific to the post
Knowledge of Maternal New Born and Child Health (MNCH) and youth/reproductive health issues
Analytical, strong Communication, interpersonal, Strong negotiating, facilitating and influencing Problem solving skills
Ability to work in a multidisciplinary and multicultural team, Possession of good report writing skills
Good planning and management skills, Proficient in computer skills and use of relevant software and other applications, e.g. word processing, spreadsheet, database, internet
Qualifications and experience
A degree in a relevant field such as Medicine, Public Health, Nursing
A post graduate qualification such as a Masters will be an added advantage.
At least 5 years demonstrable, progressive experience in planning, research, monitoring and evaluation of programs and projects related to Health from a child rights-based perspective
Experience in working with a variety of factors including Government agencies, non-state actors and donors at different levels
Experience in training staff and ability to provide training in health programming issues Experience and sensitivity to gender mainstreaming in programs grams
Experience in research, monitoring and evaluation as a core function of progressive development practice
