Pact seeks a Deputy Chief of Party (DCOP) for a four-year USAID-funded project in Tanzania entitled Capacity Development for Partners of Accountability Program (CDPA). The Project will provide selected Tanzanian Civil Society Organizations (CSO) and Government of Tanzania (GoT) Institutions of Accountability (IoAs) with technical assistance, capacity development and logistics support in order for these organizations to achieve impact as advocates in their respective sectors to be accountable to citizens as their constituents, to manage resources, and to perform meaningful watchdog functions regarding use of public resources. The DCoP will support the Chief of Party in managing and overseeing the project, and will provide leadership and management for capacity development activities.
Specific Duties and Responsibilities:
• Support the Chief of Party in managing and overseeing the program.
• Ensure that CDPA develops, implements, and disseminates a strategy and practical approaches for optimizing capacity building for stronger CSOs and IOAs.
• Facilitate and coordinate provision of technical assistance to organizations in advocacy and external relations management and other priority capacity building needs, such as strategic planning, human resources, information management and financial management.
• Supervise and oversee the work of select Technical Advisors to ensure that the work of the project and technical areas is well coordinated.
• Ensure workplans are technically sound and concurrent with the technical areas.
• Support the M&E Advisor in internal monitoring and evaluation, and provision of monitoring technical assistance to client organizations.
• Supervise and mentor staff.
• In partnership with the Chief of Party, meet regularly with USAID and other stakeholders to share progress, accomplishments, and challenges.
Education and Experience Requirements:
• Masters in social sciences, or other relevant field.
• Minimum of 5 years professional experience in development, management, capacity building or relented field with 5 years in a developing country.
• Fluency in English.
Preferred Qualifications:
• Senior management experience from similar programs in East Africa, preferably in Tanzania.
• Relevant background and experience in capacity development and the technical areas (i.e. advocacy, governance, civic engagement, decentralization) of the program.
• Proficiency with activities, theories, methods and technology in capacity building field.
• Strong communication skills, including interpersonal skills and written and oral English, to fulfill the diverse technical and managerial requirements of the program and to effectively coordinate with a wide range of stakeholders.
• Demonstrated experience in grants management.
• Strong knowledge of and contact with civil society organizations and their networks and coalitions in Tanzania.
• US Government program management experience.
• Demonstrated flexibility, adaptability and the ability to perform and collaborate under challenging conditions.
• Experience working in Tanzania. Tanzanian National preferred.
