REQUEST FOR PROPOSAL –International firm/ Consultancy Services.
1. Topic: To review and collaboratively map out a social welfare workforce development plan that Includes; level of competencies, training curriculum for different cadres of social workforce in Ethiopia- for 1 year (RFP-9102550) RE- Advertised only for International firms
2. Background: The Government of Ethiopia developed a Developmental Social Welfare Policy (DSWP) in 1996 that showed the Government’s commitment to address and respond to social problems with special focus on vulnerable groups. The Policy adopts the African Union Social Policy Framework definition which states that social protection is a set of ‘interventions that aim to reduce social and economic risks, vulnerabilities and deprivations for all people’. It is composed of four broad but interrelated interventions. The Social Policy Framework emphasizes the need for development, building human capital, breaking of the intergenerational poverty cycle and reduction of inequalities. Social services include, in the main, child welfare services, psychosocial support, alternative care, elderly grant, disability and other social issue (Draft Social Protection Policy of Ethiopia, 2012).
3. Objectives:
The GoE has planned to strengthen social welfare workforce that is responsible to provide social welfare services for vulnerable groups. The assignment is amied at building on the exisitng limited capacity of Ethiopia’s social welfare workforce and the specific objecitves inlcude:
-Conduct a rapid meta-analysis of documentation and literature, studies that are related to Ethiopia and more general to include Sub-Saharan Africa social work, and social welfare workforce that will inform the development of a social welfare workforce. This includes but is not limited to documentation from the 2010 Social Welfare Workforce Strengthening Conference in Cape Town; Human Resource Capacity Assessments, Review of Child-Welfare focused Social Work in Africa (Davis, 2009); rapid mapping exercise conducted in Ethiopia and other related documentation
-Provide technical leadership and support to MoE, MoLSA, relevant GOE partners and the Social Welfare Workforce Task Force to review, comment upon and make suggestions for strengthening and standardizing the a national social welfare workforce training for the different cadres of social workers, including certificate, diploma and graduate programmes.
-Review, comment and provide input on how the existing pre-service and in-service training curricula can be enhanced, standardized and rolled-out for cadres of practicing social work professionals;
4. Qualification and Experience Required:TEAM COMPOSITION
The assessment team will comprise of members with relevant national and International and/or regional experience with demonstrated multi-disciplinary but complementary skills that meet the following requirements:
-Experience in conducting Situational Analysis and/or assessment of the social welfare systems for protection of children at country level, specifically relating to data analysis to assess skills set, need, workload assessments, associated costs related to addressing human resource gaps,-Knowledge of the Ethiopia’s Social Protection Policy as it relates to children and the social welfare sector; -Understanding of operational environment of the social welfare workforce at all levels
-Experience in conducting workforce analysis on a national scale;-Demonstrated experience with job evaluations, skills audits and strong on the ground understanding in developing HR strategies for government;-Knowledge and experience in establishing social workforce management information system ,-Strong understanding of children’s services sector and familiarity with related policies and legislation;-Strong writing, analytical and presentation skills
