UN WOMEN: GENDER AND SECURITY SPECIALIST JUBA

Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women will work for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, UN women will lead and coordinate United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.
The success of the transition processes in South Sudan will hinge on the full and active participation of women, as well as proper consideration of women's needs and capacities at every stage in line with Security Council resolutions 1325 (2000) and 1820 (2008). UN Women is particularly concerned that emerging priorities, such as security sector reform, rule of law and early recovery programmes, adequately mainstream gender issues and engage women as decision-makers throughout their design and implementation.

UN Women is implementing a global programme entitled "From Communities to Global Security Institutions" (FC2GSI) and South Sudan will be the fifth country to participate in the initiative. FC2GSI focuses on the following two complementary objectives:
  • Strengthening women's security at community and national levels.
  • Institutionalizing protection of women in national security services.
UN Women South Sudan has developed a country programme with five priority areas, namely:
  • Peace consolidation and gender responsiveness of security sector reform processes strengthened.
  • Protection of women and girls enhanced.
  • Women's economic security enhanced.
  • Women's leadership and gender-responsive governance, enhanced.
  • Women's access to adult literacy services increased.

The first priority area looks to support the integration of women's security priorities into UN and Government policy and programming. Therefore, a Gender and Security Officer is required to support the UN Women Juba Country Office to implement key activities in the area of capacity building for government counterparts, coordination with other UN entities, and developing programming interventions on strategic priorities for UN Women and South Sudanese women's constituencies. The Officer will work closely with the UN Women South Sudan Coordination Specialist on coordination related work.

Duties and Responsibilities

Under the overall supervision of and UN Women Representative, the Gender and Security Specialist is responsible for the following:

Project Management and Coordination:
  • Manage UN Women South Sudan's programming on gender and security sector reform.
  • Implement UN Women programming on community level protection for women and girls. This will include the establishment of functional women's centres providing services. Work will be done in close coordination with civil society, the Ministry of Gender, Child and Social Welfare (MOGCSW), UN entities and other key partners.
  • Develop, manage and oversee project budget, in consultation with UN Women South Sudan Country Director and HQ Peace & Security cluster, and in close collaboration with administrative and financial staff.
  • Develop annual work plan for implementation of outputs and generation of results. Ensure high-quality, evidence-based, results-oriented reporting on the results generated.
  • Support the selection of partners for project implementation in line with UN Women rules and regulations.
  • Support effective information flow, communication and coordination with and between the UN Women South Sudan Office and UN Women Peace & Security cluster.
Provides policy advice and technical and coordination support to partners.
  • Establish and manage a working-level coordination forum for gender and security sector reform issues in partnership with government and UN counterparts.
  • Support the development of a national capacity building plan for national counterparts within the security sector.
  • Support the deployment of gender experts to be seconded into national security sector institutions.
  • Oversee the commissioning of a study on gender issues within the corrections sector.
  • Share knowledge and communicates results.
  • Ensure high-quality timely and accurate reporting of project results to external partners as required.
  • Participate in the collation of knowledge, best practice and lessons learned for global programme implementation, as well as for further replication of best practice in South Sudan.

Required Skills and Experience

Education:

  • Master's degree (or equivalent) in gender, women's studies or related discipline.
  • Knowledge of methodologies and best practices for promoting gender equality, equity and women empowerment in general and in Sudan in particularly.

Experience:

  • Mininum 5 years of progressively responsible experience in the field of women's empowerment and gender equality in post-conflict or least developed countries.
  • Experience and knowledge of gender-responsive security sector reform, sexual and gender-based violence, conflict prevention and peacebuilding issues highly desirable.
  • Experience with implementing gender mainstreaming agendas across a variety of sectors, including experience gender mainstreaming in governmental bodies.
  • Experience working with and building capacity of national women's machineries, national civil society organizations and similar institutions.
  • Knowledge of and experience in South Sudan highly desirable.

Languages:

  • Outstanding oral and written communication skills in English and one other UN language.
  • Knowledge of Arabic is an asset.

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
