Montrose is currently managing a DFID-funded health programme called NU Health, which aims to improve access to health care for the poor in Northern Uganda, by focusing on support to the Private Not-For-Profit (PNFP) health facilities in the Acholi sub-region through a Result Based Financing (RBF) mechanism and a credit line mechanism to ensure access to essential medicines, in addition to strengthening the District Health Management Team (DHMT)’s role in stewardship and monitoring of these facilities.
Monitoring and Evaluation (M&E) / Quality Assurance (QA) Officer
For this programme, Montrose is currently seeking an experienced, organised, efficient, flexible and self-motivated individual to lead the Monitoring and Evaluation programme team, based in Gulu, Northern Uganda.
The M&E/QA Officer will be responsible for coordinating the monitoring and analysis of results-based financing and credit line programmes on NU Health with the District Health Management Teams (DHMTs), Medical Bureaus and other stakeholders. S/he will lead the process of regular assessment of quality and performance of PNFP service provision and provide on-the-job peer to peer training to build the capacity of the DHMTs to take over this role over the course of the programme.
To fulfil this objective, the QA/M&E Officer will work closely with and line manage two compliance officers to carry out the following activities:
• conduct a situational analysis of current systems in place for PNFP facilities, including data collection, monitoring, pharmaceutical procurement and stock management, financial management and supervision support;
• engage in routine visits to the supported facilities, monitoring HMIS and financial records and soliciting input from health care providers on the progress of the programme and provide feedback to the PNFPs on performance, programmatic and policy developments;
• liaise with a DFID-contracted independent service provider in the development of an evaluation of the programme to ensure that objectives and indicators are appropriate to the programme requirement and promote complementarity of activities without duplication of efforts;
• analyse the Health Management Information Systems and other relevant data for quality and consistency, for discussion with the relevant DHMTs;
• and prepare reports to give feedback to service providers, DHMTs, Programme Steering Committee, District Health Authorities, and other stakeholders on programme progress;
• manage the day to day operations of the Gulu office which include management of staff, logistics, local procurement, basic accounts, visitors/consultants, etc;
• any other task or responsibility as required by the NU-Health project management team and/or Montrose”.
Location: Gulu with frequent travel around the Acholi sub-region.
Reports to: Deputy Programme Director

Skills and experience
Masters' degree in international development, public health, health management, statistics or related fields. Minimum ten years relevant professional experience in Uganda. In-depth knowledge of the Ugandan health sector and Ministry of Health protocols, procedures and standards. Experience with the implementation of RBF grants mechanism, credit lines, drug supply and legal contracts within the Ugandan health sector. Strong organisational skills and attention to detail. Excellent writing skills. Experience with quantitative and qualitative research methods and analysis. Proven track record in managing project budgets, staffing and procurement. Excellent computer skills. Good interpersonal skills. Natural team leader and ability to manage a team. Excellent English language skills, knowledge of Luo is an advantage.
