Post/Title: Technical Advisor for Water and Environmental Protection
Duty Station: Karamoja
Terms: Contract, 1 year, with the possibility of extension
Reports to: Permanent Secretary, OPM and Program Manager GIZ (FNS project)
Duties:
Supports the coordination of actions of the Office of the Prime Minister (OPM), in particular the Office of the Minister for Karamoja Affairs, to achieve environmental protection in the Karamoja Sub Region.
Coordinates activities under the Karamoja Integrated Disarmament and Development Plan (KIDDP) and the KIDDP matrix with a focus on environmental sustainability, e.g. water catchments management and conservation or construction of water catchment reservoirs along the rivers for environment restoration and conservation.
Supports the coordination of activities of relevant sector ministries, such as the Ministry of Water, Ministry of Work and Transport, Ministry of Agriculture, Animals and Fisheries as well as District Local Governments in the Karamoja Sub-region.
Supports the Department of Pacification and Development to align OPM’s strategies and activities.
Elaborates detailed work plans for existing OPM undertakings in environmental protection.
Oversees activities such as check-dams, water points and boreholes.
Ensures continuous commitment of local Government entities involved in the KIDDP framework with particular focus on environmental protection.
Mainstreams in project activities of GIZ and other partners environmental protection and conservation as well as other cross-cutting issues, e.g. gender balance, HIV/AIDS awareness creation and the do-no-harm approach.
Elaborates technical proposals and environment impact assessments if required.
Provides technical support to local districts governments on the implementation of environmental policies and programs and on water-related issues.
Prepares periodic reports on the state of the environment in the areas of interventions
Participates in identifying needs for external support and advice, elaborates on policy recommendations and develops a strategic approach in the forestry component.
Supervises development and implementation of project/program plans and activities in close coordination with counterparts.
Assists in defining terms of reference, selection, and supervision of contracted third parties in carrying out environmental studies, including performance evaluation.
Develops and organizes quality assurance and proposes necessary changes If need be, improvements, and any other beneficial initiatives.
Carries out any other related duties as may be assigned from time to time.
Networking and Cooperation
Liaison with GIZ program and other components in the concerted efforts to reduce community vulnerabilities due to negative effects of climate change and other factors.
Cooperation with local communities and other stakeholders in promoting afforestation and community-based forest management system.
Conceptualisation, preparation and implementation of workshops, seminars, and other events on subjects that are related to the project’s activities.
Linkage with National Climate Change Unit under Uganda Ministry of Water and Environment and participation in observance of National Forestry and Tree planting Act (2003) and other similar policies.
Knowledge Management
Participatory develops appropriate strategies and technical concepts including guidelines, manuals, and procedures, which are ready to be applied.
Prepares reports and presentation materials.
Prepares appropriate input to the various project reports / publications including annual reports; contributes to other reports as required by the supervisor and / or the GIZ Headquarters.
Supports research and study activities on policy topics that will benefit collaborative programmes.
Requirement:
Person Specifications
i) Qualifications
A Master of Science degree in either: Forestry / Agro-forestry / Natural Resources Management from a recognized institution.
ii) Working experience
At least 8 years of working experience, 3 of which at a senior level in a community forestry / natural resources management environment.
