Key results expected: Strengthened monitoring systems for the purposes of organisational learning, programme and policy improvement and accountability
Main duties/ Responsibilities: • Develop, implement and manage the routine programme monitoring component of GAVI’s Monitoring and Evaluation Framework and Strategy, including o Data warehouse and reporting system/dashboard to support new GAVI strategy o Grant monitoring framework and country grant scorecards o Ensuring that all new policies, programmes, special initiatives and windows of support have a sound monitoring framework and plan built in prior to Board approval and implementation o Assessment and improvement of country administrative data systems as part of a continuous and long-term process o Verification of coverage estimates within the context of performance based financing and assessment of country progress against their coverage targets • Ensure appropriate on-going monitoring of implementation of the strategy and business plan, in close coordination with the Performance Management Unit, • Contribute to international harmonisation agendas on monitoring and evaluation with a range of partners, donors and countries. • Provide strategic guidance and high quality analysis to shape GAVI’s interventions and maximise GAVIs effectiveness, efficiency, impact and sustainability

Qualifications
Academic: Minimum Master’s degree in public health; PhD or equivalent an asset
Work experience: Minimum ten years relevant experience
Skills/competencies: • Advanced skills in design and implementation of monitoring of health programmes and policies • Advanced skills in development of monitoring frameworks, indicators and methods • Advanced familiarity with data warehousing projects • Advanced familiarity with data quality issues and methods and sources used to estimate immunisation coverage • Strong organisational and planning skills • Demonstrated capacity to manage consultants, budgets and deliverables • Proven ability to meet tight deadlines • Excellent verbal and written communication skills
Languages: English. French and other languages would be an asset.
