Duty station: Geneva Purpose of the post: Set strategic objectives and lead a team responsible for ensuring the effective management of GAVI programmes in GAVI eligible countries. Responsible for all aspects of GAVI’s relationship with GAVI eligible countries and key stakeholders in a geographic region: West & Central Africa, East & Southern Africa, Asia & Pacific, and European, Eastern Mediterranean & Latin America. The Country Support team works in units usually focused around a geographical region. The teams require a mix of skills including technical expertise in immunisation programmes, supply chain and logistics, health systems strengthening, aid effectiveness and policy dialogue, financial management and accountability, and performance assessment.
The Head of Country Team will be responsible for managing a team of country responsible officers that develops deep knowledge of immunisation and development issues and is proactive in identifying and resolving implementation problems through close monitoring of GAVI funded programmes and effective communication, facilitation and coordination with country Governments and across members of the GAVI Alliance. The position requires a high level of representation, liaison and negotiation skills.
Key results expected: • Increased immunisation coverage in GAVI eligible countries through effective stewardship of all GAVI support to countries in a geographic portfolio. • Strong relationships with key counterparts in Government, across the GAVI Alliance and other development partners. • Creation and maintenance of a high performing team of country responsible officers all based in Geneva. • High quality timely analysis and policy advice on, and resolution of, immunisation delivery issues and programme management in countries.
Main duties/ Responsibilities: • Coordinate the work of a team of country responsible staff and provide leadership on immunisation issues and programme management in a geographic region; • Work with internal and external partners to oversee implementation of all GAVI vaccine and cash-based support usually in a geographic portfolio, including proactive assessment and management of programmatic and financial risk to GAVI funded programmes; • High level representation, liaison and negotiation including to: explain GAVI policies; identify issues affecting program impact; and to facilitate solutions; • Provide high quality timely policy advice and analysis through the Director Country Programmes and to the GAVI Executive Team; • Conduct in-depth programmatic and performance analysis, identifying and managing risks including initiating actions in consultation with Director Country Programmes; • Contribute to GAVI policy development work and the development of operational policies, procedures and tools; • Take leadership of in-country and other situations which present significant complexities (political instability, crisis situations, large country portfolios, special partnerships etc.); • Coaching and mentoring assigned team members.

Academic: Advanced university degree in public health, health economics, development, business administration with specialisation in health financing or other relevant qualification.
Work Experience: • Minimum 10 years of professional experience working in public health at national or international levels. Experience in immunization programmes and health systems a clear asset; • Demonstrated strong expertise leading high performing teams; • Strong experience in working in/with developing countries; • Proven experience in bilateral and multilateral environments;
Skills/Competencies: • Leadership & management of people and excellence in developing teams; • High level representational skills; • Proven ability to conceptualize, innovate, plan and execute ideas, as well as to impart knowledge and skills. • Strong analytical, negotiation, communication and advocacy skills; • Excellent communication, writing and presentation skills; • Good inter-personal skills and ability to work in a multi-cultural and multi-partner environment and with developing countries; • Ability to work with effectively in a team setting and under pressure; • Excellent organisation skills and high sense of responsibility, efficiency, reliability and results; • Tact and discretion; • Ability to work successfully in an international environment and with extensive travel.
Languages: • Written and spoken Fluency in English essential; • Fluency in French desirable; • Spanish/Russian an asset for some positions.
