BACKGROUND
The UNFPA Junior Professional Officer (JPO) Programme is intended to provide on-the-job training for university graduates who wish to obtain practical experience in a development assistance setting.
This post is opened in the context of the Junior Professional Officer (JPO) scheme sponsored by the Government of Belgium and is addressed to Belgian and European Union nationals who have successful completed the training programme the CIG (Cycle d'information générale) organized by the Belgian Technical Cooperation (BTC/CTB).

ORGANIZATIONAL SETTING
Title of Supervisor: International Operations Manager (IOM)
Content and methodology of supervision: On the job guidance and coaching, regular meetings and performance evaluation in accordance with corporate requirements.
MAJOR DUTIES AND RESPONSIBILITIES
A. Ensure effective analysis and implementation of Regional and Subregional office (RO/SRO) operations strategies, focusing on achievement of the following results: • Review RO/SRO compliance of administrative activities with UN/UNDP rules, regulations, policies and strategies and propose solutions as necessary. • Constantly review the RO/SRO operations business processes and elaborate/propose standard operating procedures (SOPs) as relevant • Assist in developing systems and oversight mechanisms for effective procurement operations of the RO • Continuously review and analyze the operations systems of the RO, and give advice on positive changes and organization wide best practice to improve the service provision. • Constantly following up on actions in all operations units to ensure that the RO is efficient in its service and compliance with the organizations’ requirements and proposing ways to improve.
B. Provide effective financial control support to the Regional and Subregional Office, focusing on achievement of the following results: • Implementation of control mechanisms for administrative services, record management, such as commitments and expenditures. • Analyze and verify reconciliations of a variety of reports and data, ensuring accuracy and conformity with administrative rules and regulations. • Review of data integrity in the database, travel authorizations and assist in the preparation of audits and other review missions. • Analyze administrative expenditure of the RO consistently to ensure efficiency gains are achieved in operations of the office.
C. Ensure the Regional and Subregional office has efficient Human Resource management through UNDP, focusing on the achievement of the following results: • Implementation of recruitment processes including drafting job description, provision of input to job classification process, vacancy announcement, screening of candidates, participation in interview panels; • Ensure that the creation/update of positions in Atlas, association of positions to chart fields (COAs), update of COA information, setting up vendor, performing the functions of Administrative HR, Position Administrator and Absence Processor in Atlas. • Preparation of contracts (fixed-term, SSAs) • Input and tracking of all transactions related to positions, recruitment, benefits, earnings/deductions, retroactivities, recoveries, adjustments and separations through Atlas; • Maintenance of the Regional and Subregional offices staffing table; • Assist in the provision of information on benefits/entitlements to the International Staff and Experts;
D. Supervision and support to Travel and Logistics Management • Management of the transport unit and work load distribution o Setting up control systems for managing movement, maintenance and use of UNFPA vehicles including cost recovery o Supervise and oversee travel activities of the Regional and Subregional Office and Clients ensuring efficiency, effectiveness and compliance with organizations rules and procedures. • Propose improvement of records administration to ensure the Regional and Subregional Office has sound basis for quality operational decision making
ESSENTIAL QUALIFICATIONS AND EXPERIENCE
• Advanced degree in management or related fields with specialized knowledge in the field of Business Administration. • 2 years of experience preferably in Operations. Prior experience in developing countries is an asset. • Fluency in English. Knowledge of French is an asset. • Ability to write clearly and concisely. • Have successfully completed the CIG (Cycle d’Information Générale) organized by BTC (Belgian Development Agency). • Have EU citizenship. • Not have worked previously as a JPO/APO/YPO/AE. • Be no older than 32 years of age (born on or after 1 January 1979) as of 31 December 2011.
