Bossaso, Puntland
BACKGROUND
The position of Programme Officer, Mixed Migration is a coordination position in support of DRC’s work on mixed migration and within the Mixed Migration Task Force (MMTF), locally in Bossaso and regionally in Puntland. In coordination with the MMTF in Bossaso, the incumbent will assist in implementation, monitoring and reporting on activities aimed at reducing the negative consequences of migration issues in the region through support both to migrants and host communities as well as capacity building of the local authorities to address migration challenges. The position is based in Bossaso, Puntland, and reports to the DRC Area Manager Bossaso. However, the position involves extensive consultation with the DRC Protection coordinator and engagement with MMTF agencies’ staff
KEY RESPONSIBILITIES
Act as a coordinator for the MMTF Puntland, including:
• Proactively coordinate with the MMTF
• Revise and update the MMTF Referral/Response matrix;
• Revise and update the MMTF Bossaso Action Plan;
• Prepare and organize MMTF meetings and completion of meeting minutes;
• Provide administrative support to the joint chairs – UNHCR & IOM;
• Prepare the MMTF work plans and reports;
• Participate in the development of MMTF newsletters and other relevant materials.;
• Other activities as assigned by the AM.
Collect, consolidate and analyse mixed migration data
• Serve as liaison person for the coordination of the MMTF activities between DRC and the relevant Government authorities both at a local level in Bossaso and at the Puntland level.
• Effectively coordinate between MMTFs in Puntland and Nairobi, as well as with the Regional Mixed Migration Secretariat (RMMS), with particular attention to meeting minutes, newsletters and information.
• Evaluate the possibility to establish an ad hoc coordination mechanism in Galkayo and/or Garowe, according to specific needs.
• Maintain efficient working relations with project partners, persons of concern and the relevant government authorities (Puntland, regional, municipal), including organizing stakeholder meetings.
• Create and maintain the contact database of migration NGOs operating in Puntland.
• Explore the possibilities of cooperation with local NGOs in implementation of mixed migration activities.
• Establish and maintain efficient working relations between the MMTF and local NGOs working on migration issues in order to ensure effective response capacity.
• Coordinate, organize and arrange workshops, training sessions and project meetings for relevant stakeholders.
• Serve as a liaison person for coordination between the MMTF and the Migration Response Centre (MRC) in terms of reporting and exchange of information.
• Draft correspondence, reports, electronic presentations and resource materials in both Somali and English as requested by DRC.
QUALIFICATIONS
• Have a degree related to human rights
• Have at least 3 years of experience with UN agencies or international NGOs in relation to migration, refugees or human rights
• Excellent writing and networking skills
• Somali national
• Fluent in English and Somali
REPORTING ARRANGEMENTS
The post holder reports to the Area Manager – Bossaso.

CONDITIONS
Availability: February, 2012
Duty station: Bossaso, Somalia, with regular travel to field locations.
Contract: One year with possibility of extension. THIS IS A NATIONAL STAFF POSITION AND THEREFORE ONLY OPEN TO SOMALI NATIONALS.
