Essential Job Duties/Scope of Work: International Medical Corps is a global, humanitarian, nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs.
Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.
PROGRAM BACKGROUND International Medical Corps has had a presence in Somalia since 1991. Current programs exist in Somaliland, Galacayo, with potential expansion into South Central.
JOB SUMMARY 1. Program Management • Works closely with International Medical Corps designated field-based staff and local implementing partner staff to determine the programmatic needs of the project. • Analyze data gathered and propose alternative strategies for program implementation as necessary • Review reports from field (technical and programmatic) and provide feedback as necessary • Compile monthly and quarterly reports from field reports, ensuring statistics are correct and on time • Implement and maintain prescribed reporting systems to monitor and evaluate the objectives, indicators and outcomes of the country programs • Coordinate proposal development process for new programs including taking lead in writing and compiling information from field • Provide technical input on proposal development in conjunction with field-based technical staff and HTU • Work with Somalia-based field teams and implementing partners to ensure meeting programmatic objectives and flag concerns to Somalia-based Program Coordinator • Regularly update Country Director on progress of programs as per pre-determined protocols
Representation • Attend coordination meetings which are relevant to International Medical Corps ‘country programs which the CD is not able to attend, particularly technical (health, nutrition, WASH) meetings being held at the Nairobi level at which Somalia-based technical staff are not able to attend.
Training/ Capacity Building • Determine training needs for field-based/local implementing partner staff • Advocate and plan for professional development for all staff
Working Relationships • Work closely with International Medical Corps’ Country Director on day to day programmatic and administrative issues. • Maintain open lines of communications with all field staff and International Medical Corps’ HQ, as appropriate
Security • Ensure application and compliance with agency security protocols and policies
Qualifications: REQUIREMENTS • Master’s degree in Public Health • Three years experience in program design and evaluation, of which at least one year in developing countries or resource deprived environment • Familiarity with International humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and other NGOs • Cross-cultural awareness and insight into Health care issues • Ability to exercise sound judgment and make decisions with limited supervision • Extremely flexible, and have the ability to cope with stressful situations and frustrations • Ability to relate to and motivate local staff effectively • Creative and able to work with limited resources, including information • Team player and strong communication skills • Proficient in computer applications, especially with MS Word and MS Excel, MS PowerPoint a plus
