Job Purpose Assist in the overall implementation and management of monitoring, evaluation, impact assessment and information management for a high quality, innovative and effective learning emergency response.
Key accountabilities
• Provide field based support to emergency programme staff to build MEA&L capacity across SCiSOM response. • Undertake regular visits to field locations to support monitoring, evaluation, impact assessment processes and accountability processes. • Work with project staff to monitor and document the progress of programme activities against agreed indicators and the impact of programmes to inform overall programme strategy. • Work with project staff to ensure accountability systems are in place that engage beneficiaries and stakeholders in evaluations, impact assessments and research.
• Ensure the accurate and timely collection of data and utilize project management cycles to reflect and analyze results and feedback, develop best practices, and implement lessons learned. • Support project staff to prepare reports on the programming activities for internal, donor and beneficiary community reporting. • Strengthen a performance monitoring framework to measure progress, effectiveness and achievement of expected results, specifying qualitative and quantitative indicators, data sources, and collection methods • Support the implementation of a data management system to inform planning, implementation, monitoring and evaluation.
Person specifications • University degree or equivalent experience • Experience and knowledge of monitoring, evaluation and needs/impact assessment methods • Experience and knowledge of establishing and supporting accountability feedback and/or complaints mechanisms. • Skills in designing and implementing information management and performance measurement frameworks. • Strong interpersonal and organisational skills, and ability to work under pressure. • Proven analytical and problem solving skills • Excellent verbal and written skills in Somali language and written and spoken English • Strong computer proficiency, particularly with Microsoft Excel and Word, and ability to use computer programs to collect, document and share assessment and monitoring results • Willing to be able to travel to field sites. • Demonstrated understanding of emergency response activities • Commitment to and understanding of Save the Children’s aims, values and principles.
