Save the Children has a long history of engagement in Somalia and has been working in Somalia and Somaliland for the past 40 years. Save the Children has a unified presence in Somalia and Somaliland since January 2010 and is working in the thematic areas of education (including skills training for youth and education for youth employment), child survival (health, nutrition & livelihood), protection, child rights governance and emergency responses. Save the children has an operation in Somaliland, Puntland and Central South Somalia.
We are now looking for a very experienced, dynamic and motivated Child Rights Governance and Child Protection Technical Manager for the programme. This is an exciting opportunity for a person seeking new challenges that will make lasting changes in the lives of children in Somalia/Somaliland. The position is based in Hargeisa, Somaliland but with substantial travel to the field and to Nairobi.
Job Purpose: The Child Rights Governance and Child Protection Technical Manager will provide overall technical guidance, support and strategic direction to the Child Rights Governance Programme and Child Protection works currently being implemented by Save the Children Somalia/Somaliland programme. In addition the manager will be the key person for providing guidance and playing a leading role in future works of the country programme in the sectors.
The manager will provide an oversight role in ensuring high quality delivery of child protection and child rights governance projects; introducing innovative and adaptable approaches in strengthening civil society and children’s capacities and enhancing systems/mechanisms for improved child rights governance and protection; developing strong partnership with like minded agencies for effective promotion of children’s rights; promoting and disseminating good practices across projects; documenting and disseminating achievements and lessons learned of projects internally, among partners, donors and other key players in Nairobi and elsewhere as applicable; and will seek to expand donor support through development projects. Key Accountabilities: Take lead in the implementation of the Child Rights Governance (CRG) and Child Protection (CP) Strategic Programme Plans Provide strategic direction and guidance to the child rights governance and child protection programme staff Initiate new project ideas and innovations needed to strengthen and expand the Country Programmes work in the sectors Ensure CRG and CP project managers and staff of SC country programme and partners receive high level of technical support in all cycles of project management in general and mainstreaming child rights programming principles and approaches in their work Ensure that the CRG and CP work of the country are of high quality founded on solid conceptual and practical framework obtained from lessons learnt from within and outside of the country programme Ensure the quality and proper implementation of projects in the sector through supporting and overseeing the technical work of manager/staff of the sectors within SC and partners (as appropriate); strengthening the culture of planning and reviewing of action plans periodically; identifying key lessons and limitations/gaps and presenting viable/practical measures of improvements; and consistent documentation and sharing of lessons.
With the support of project managers and M&E specialist ensure that baseline information and data are made available for measuring progresses and achievement of projects; develop relevant project monitoring systems/tools and ensure that they are put in use. Initiate and lead in planning and undertaking technical researches, reviews, studies, evaluation pertaining to the sectors Ensure that reports prepared and submitted to donors are timely and of high quality in terms of indicating achievement towards project results/objectives and meeting specific donor requirements Lead on and/or participate in any evaluation of CP and CRG projects that may be undertaken based on Save the Children’s and donors’ guidance. Through the implementation of the CRG and CP strategic plans, develop links with other thematic areas of work for Save the Children in Somalia. These include education, skills training, and child survival including nutrition, health and livelihoods. Identify and make use of potential key technical resource persons and organisations in the region (including SC regional resource persons) for strengthening the country programme’s work in the sectors. This involves seeking possibilities for forging partnership Explore potentials for developing projects and lead on the process of writing up proposals in the sector. Represent the country programme CRG/CP related meetings with donors, partners and other international NGOs/agencies including representation in CRG/CP working groups and clusters in Nairobi Serve as the key manager for linking the country programme with supporting members of Save the Children and global initiatives. Person Specification: Masters degree in Social Sciences, Child Development, Human Rights or related field At least 6 years of relevant international senior level technical experience in the sector (child rights and child protection works), preferably in a fragile operating environment including working with children affected by conflict Demonstrated experience child rights systems, policy and strategy analysis Strong project/programme designing and planning experience and skills in the area of child rights governance and protection programming Excellent understanding of child rights programming
Strong coordination, collaboration and networking skills Extensive experience in child sector policy and practice analysis, and working with state and non state actors on policy advocacy related to child rights governance and protection Proven experience in programme development, project cycle management and monitoring and evaluation related to the sector Proven skills and experience in writing donor reports (in English). Excellent interpersonal communication and presentation skills with experience of senior level negotiation and representation. Computer literate in MS Word and excel. Prepared to travel to the field, as security allows, to support technical staff in the field. Working Contact Internal: All staff in SC Somalia/Somaliland programme.
